What constitutes hate speech? According to the United Nations, “hate speech refers to offensive discourse targeting a group or an individual based on inherent characteristics (such as race, religion or gender) and that may threaten social peace.” The UN also says “hate speech is a growing international threat.”
What is a hate act? According to California’s new Department of Hate (CA vs Hate), “A hate incident is a hostile expression or action that may be motivated by bias against another person’s actual or perceived identity.”
“Some examples of hate incidents can include: derogatory name calling, bullying, hate mail, and refusing service.”
Governor Gavin Newsom, along with the California Civil Rights Department (CRD), announced the official launch of CA vs Hate, “a new multilingual statewide hotline and website that provides a safe, anonymous reporting option for victims and witnesses of hate acts.”
“CA vs Hate is in direct response to the rise in reported hate crimes in California, which in recent years, reached their highest levels since 2001 – jumping almost 33% from 2020 to 2021.”
So, according to the governor, hate crimes have jumped significantly since he’s been a California politician, starting in San Francisco where hate crimes and violent attacks against Asians are rampant, and going forward as he was Lt. Governor for 8 years, and now as Governor, eventually jumping almost 33% from 2020 to 2021 while he was governor.
It’s not difficult to ask “Why is California is leading the nation in these hate crime attacks?” and conclude that under Newsom’s reign hostility, anxiety, fear, and hate are exploding. His policies are destroying Californias’ way of life, and the once-Golden State.
Rather than reconsider his destructive policies, Gov. Newsom drills down on “hate:”
“Here in California, we are sending an unequivocal message that hate will not be tolerated. We stand firm for a California for All and it is important that we hold perpetrators accountable for their actions and provide resources for those individuals victimized by hate crimes. Now, Californians have another tool to ensure that not only justice is served, but that individuals have access to additional resources to help deal with the lingering wounds that remain after such a horrendous crime occurs.”
The First Partner weighed in on the Department of Hate as well:
“In California, our diversity is what makes the nation’s most populous state a beautiful and vibrant community,” said First Partner Jennifer Siebel Newsom at an event in Sacramento launching this new program. “It’s horrifying that hate crimes are on the rise, and so let it be made clear: we stand with our diverse communities, and we are committed to ensuring they feel safe and heard. There is no room here for bigotry and hate-fueled violence.”
Is this a joke? Are we being bunked? Or is this just another absurd distraction and deflection by the governor and his team of PR lackeys to draw your eyes away from Newsom’s actual problematic and destructive policies – especially as he tries to deflect by targeting Red State Governors with his own version of disinformation.

- Gov. Gavin Newsom defied the state’s voters within 6 weeks of being sworn in January 2019 when he announced in March 2019 he was granting reprieves for all death penalty murderers on California’s death row, calling the death penalty “ineffective, irreversible and immoral.”
- Gov. Gavin Newsom signed Senate Bill 145 by Sen. Scott Wiener (D-San Francisco) which lowers the penalties for adults who have sex with same-sex minors – this means the new law allows a 24 year old to have sex with a 14 year old and escape a felony conviction and requirement to be a registered sex offender.
The website says “Your report will not be shared with law enforcement without your consent.” But by reporting anything to the state, it will in fact be recorded and “California vs Hate will also identify civil legal options that don’t involve the criminal legal system, both through the Civil Rights Department and other agencies.” So, the reports will be analyzed and referred to the proper authorities.
The claim that by reporting hate acts and hate speech to the California Department of Hate will “put a stop to hate” is patently absurd and merely state-sanctioned grievance hustling – on the taxpayer’s dime.
