Gov. Newsom Issues Mandatory Mask Order, Worn Inside and Outside

Practicing physicians say only those who are sick, or have underlying health concerns, should wear masks in public

California Gov. Gavin Newsom just announced his newest order mandating face masks be worn – indoors and outside. As his press release said, “Californians Must Wear Face Coverings When in Higher-Risk Situations, Especially Indoors.”

Wearing masks indoors in “any public space” will kill off the remaining gyms still in business.

Ironically, “Persons who are incarcerated in Prisons and jails,” are exempted from the order – because California is releasing more prisoners early to “stem the spread of the coronavirus” in the Golden State’s jails, California Globe reported Thursday.

Once again, while claiming that his decision is science-based, Newsom said nothing about the thousands of people who gathered closely together to riot on city streets in Los Angeles, San Francisco, and Sacramento the past few weekends, leaving many to believe that this order is just another in a long line of control and lockdown measures leading up to the November 3, 2020 Election.

Newsom’s Twitter feed following his order is rich with angry Californians who see hypocrisy and control behind the order, and not science.

“Science shows that face coverings and masks work,” said Governor Gavin Newsom. “They are critical to keeping those who are around you safe, keeping businesses open and restarting our economy.”

But there is just too much evidence and actual science, saying otherwise. Public Health bureaucrats who work for Newsom and counties, agree with the mask-wearing order; many practicing physicians say only those who are sick, or have underlying health concerns, should wear masks in public. And now, reports of people with bacterial skin infections and lung infections are making the rounds, due to extended mask wearing.

Dr. Brosseau is a national expert on respiratory protection and infectious diseases and professor (retired), University of Illinois at Chicago, and Dr. Sietsema, also an expert on respiratory protection and an assistant professor at the University of Illinois at Chicago, found that data is lacking to recommend broad mask use:

“We do not recommend requiring the general public who do not have symptoms of COVID-19-like illness to routinely wear cloth or surgical masks because:

    • There is no scientific evidence they are effective in reducing the risk of SARS-CoV-2 transmission
    • Their use may result in those wearing the masks to relax other distancing efforts because they have a sense of protection
    • We need to preserve the supply of surgical masks for at-risk healthcare workers.

“Sweeping mask recommendations—as many have proposed—will not reduce SARS-CoV-2 transmission, as evidenced by the widespread practice of wearing such masks in Hubei province, China, before and during its mass COVID-19 transmission experience earlier this year. Our review of relevant studies indicates that cloth masks will be ineffective at preventing SARS-CoV-2 transmission, whether worn as source control or as PPE.”

“I don’t think there’s any evidence that wearing a surgical mask has any benefit to protect someone in general from exposure, or from being infected,” Dr. Jeffrey Klausner, Professor of Medicine and Public Health at University of California, Los Angeles said. “We usually recommend people who are ill wear surgical masks to prevent transmission [to others]… it may be kind of an awareness tool, but in terms of its direct benefits, there’s no data,” Dr. Klausner added.

Here is Newsom’s word salad press release on mandatory mask wearing in sunny and warm California where the infection, hospitalization and mortality rate is comparatively low:

“Simply put, we are seeing too many people with faces uncovered – putting at risk the real progress we have made in fighting the disease. California’s strategy to restart the economy and get people back to work will only be successful if people act safely and follow health recommendations. That means wearing a face covering, washing your hands and practicing physical distancing,” Gov. Newsom said.

“As Californians venture into our communities more, wearing face coverings is another important way we can help protect one another,” said Dr. Sonia Angell, State Public Health Officer and Director of the California Department of Public Health. “Combined with physical distancing and frequent hand washing, wearing cloth face coverings when we are with others outside of our household will reduce the spread of COVID-19, which is still a very real threat across our state.”

Today’s guidance mandates the use of cloth face coverings by the general public statewide when outside the home, with limited exceptions.

Californians must wear face coverings when they are in the situations listed below:

    • Inside of, or in line to enter, any indoor public space;
    • Obtaining services from the healthcare sector in settings including, but not limited to, a hospital, pharmacy, medical clinic, laboratory, physician or dental office, veterinary clinic, or blood bank;
    • Waiting for or riding on public transportation or paratransit or while in a taxi, private car service, or ride-sharing vehicle;
    • Engaged in work, whether at the workplace or performing work off-site, when:
      • Interacting in-person with any member of the public;
      • Working in any space visited by members of the public, regardless of whether anyone from the public is present at the time;
      • Working in any space where food is prepared or packaged for sale or distribution to others;
      • Working in or walking through common areas, such as hallways, stairways, elevators, and parking facilities;
      • In any room or enclosed area where other people (except for members of the person’s own household or residence) are present when unable to physically distance.
    • Driving or operating any public transportation or paratransit vehicle, taxi, or private car service or ride-sharing vehicle when passengers are present. When no passengers are present, face coverings are strongly recommended.
    • While outdoors in public spaces when maintaining a physical distance of six feet from persons who are not members of the same household or residence is not feasible.

The following individuals are exempt from wearing a face covering:

    • Children aged two and under;
    • Persons with a medical, mental health, or developmental disability that prevents wearing a face covering;
    • Persons who are hearing impaired, or communicating with a person who is hearing impaired, where the ability to see the mouth is essential for communication;
    • Persons for whom wearing a face covering would create a risk to the person related to their work, as determined by local, state, or federal regulators or workplace safety guidelines.
    • Persons who are obtaining a service involving the nose or face for which temporary removal of the face covering is necessary to perform the service;
    • Persons who are seated at a restaurant or other establishment that offers food or beverage service, while they are eating or drinking, provided that they are able to maintain a distance of at least six feet away from persons who are not members of the same household or residence;
    • Persons who are engaged in outdoor work or recreation such as swimming, walking, hiking, bicycling, or running, when alone or with household members, and when they are able to maintain a distance of at least six feet from others;
    • Persons who are incarcerated. Prisons and jails, as part of their mitigation plans, will have specific guidance on the wearing of face coverings of masks for both inmates and staff.

  1. So if I suddenly get the urge to beat someone because I am wearing a mask that I have been forced to wear, does that count as a mental health disability? Or wait.. I know! I will just claim to be perpetually protesting. I can see it now. Just get a shirt that holds up any of the current progressive hot button issues that you’re supporting and claim that you’re spreading your “wokeness” while protesting!

The lock downs and mandates have now been shown to be unconstitutional, and there us a stay on the Newsom so he can’t dictate rules anymore with out going through the legislators, as the Cal-Constitution said’s, for the REST of his term 🙂 So being lock downs and mask wearings are found unconstitutional, you don’t need to wear them.

    1. I can’t believe people are still debating masks. No one likes them, but no one likes to be intubated either.
      Reducing the amount of virus containing aerosol works to mitigate disease propagation. Would the same people sharing misinformation that “masks don’t work” prefer their surgeon not to wear one? Even if you dismiss science, can you dismiss common sense and observation? South Korea has had less than 300 COVID-19 deaths. What are they doing differently? Apparently their general population had the brains to social distance, wear masks, test, and trace without being forced to do it.

      1. As far as debate:
        For one, it is not a proven concept that it stops transmission of virus droplets, especially homemade cloth masks that most people wear in public. OSHA has given guidance to businesses that explain how effective each type of mask is and what it is designed for. Masks need to be worn properly to be the most effective.

        The medical professionals are also in disagreement when it comes to surgical use. Please be aware of this study,

        Surgical rooms are required to be sterile to prevent wound infection which is a much different situation and the medical profession is still debating this.

        Many immunologists believe the best practice is 6ft social distancing and hand washing and eliminate touching your face.
        I see plenty of people including children not wearing the cloth mask correctly and constantly touching their faces. Defeats the purpose of coming in contact with germs.
        Historically masks are for the sick to wear, not the healthy.

        As far as South Korea, it was not solely mask wearing. I have read that credit can be given to EARLY contact tracing and closing inbound travel..

        I think the main issue for people is the political mandate. If you are sick or afraid by all means wear the mask.

    If you claim a medical condition, do you have to disclose what it is?
    I would guess that HIPPA might preclude that.
    In which case, what are they going to do…Especially if everyone claims a “medical”.

  6. Regardless of what they claim, the actual research does not support the claim that mask usage by the general public reduces the infection rate. When pressed to reference actual research mask proponents fall back on expert opinions or studies that don’t measure actual infection rates, but instead measure how far a cough goes with/without a mask. That’s a fun 5th grade science project, but the question is far more complex: INFECTION RATES. I wrote an article that has links to the actual research.   7. So all of a sudden everyone must wear a mask indoors and outdoors. However, BLM and Antifa are not required to wear mask while protesting, rioting , looting and committing arson. This appears to show a lack of concern for black lives and only using them for chaos and votes not caring about their help and welfare.

No doubt he and his cronies are taking a cut off of each substandard Chinese mask that is sold. In other news Gruesome is emptying the prisons of hard core felons to make room for those who won’t wear a mask.

    I was thinking the same for both issues. Now he has buyers for his Chinese investment by forcing Californians to buy them, and I doubt at the same price he paid, but most likely a generous mark-up. Maybe it’s a great revenue generator for the state or just spending cash for him and his pals.

    As far as the prisons they can only be used for one thing being incarceration, or possibly even NAZI indoctrination centers to ‘ re-educate ‘ aka “ FORCE “ those that do not comply.

    These nuts are constantly taking what hitler and stalin did to new levels. Liberals are EVIL.

The late and lamented the 55mph speed limit was instituted on flawed reasoning and ignorant “do-something!!” short-sighted panic, always fertile ground for bureaucratic power grabs and rent seeking corporate posturing. There was no shortage of gas, merely media driven panic buying. Yet it lingered for 15 odd years, technically in force but increasingly ignored by all but those seeking to monetize it. it was refereed to as “The National Joke” for a reason, and was done in only with a good deal of governmental and special interest hand-ringing and foot-dragging.

    I mention it because, like the completely emotional 55mph speed limit – “55 saves lives!” – this whole mask thing has the same qualities of bureaucratic mandate expansion and corporate rent seeking. And like the 55mph speed limit, it increasingly will be ignored by a fed up public seeking normalcy whilst simultaneously media, governments and corporations double down with ever more horrific pleadings, mandates, and fines.

    Unless these totally useless and intrusive, nay dehumanizing rules are slapped down hard, I fear that these asinine and overly emotional regulations will be with us long after people remember what they were for in the first place. In short, masks will become the new “National Joke” for all but the chronic hysterics and germ phobics. And like the 55mph, in 5, 10 or15 years time it will still be lingering about, an obstacle making ordinary people’s lives a misery to the extent they even pay attention to it.

    The difference of course will be that the economy will suffer as people refuse to don masks for all but the most necessary and unavoidable of tasks People will refuse to enter or do business with an establishment that treats, is forced to treat via governmental mandate, every interaction like a brush with some sort of biohazard. They’ll take their business elsewhere, perhaps online, or perhaps to the underground economy. Those establishments who play along with the rules will drop like flies unless and until they band together and say “Enough!”

    But that takes time. So as businesses fold – including the large chains who think they’re immune from consumer sentiment or can beggar their smaller rivals – look for a good deal of civil disobedience on the part of the thinking public and the small retailers trying to keep themselves afloat. Look for underground restaurants and bars springing up, including one’s with buffets and salad bars. (Yes!!!) And look for the various civil servants – there’s a joke right there -trying to enforce these rules being treated with an ever increasing level of contempt usually reserved for the dog-catcher.

    It won’t be pretty. And the tragedy of it all – and I mean in it’s true sense of excessive hubris – is that it’s all so very unnecessary.

  13. I received this from a friend. Though it might be worth looking into.

    I am OSHA 10&30 certified. I know some of you are too. I don’t really know WHY OSHA hasn’t come forward and stopped the nonsense BUT
    I wanna cover 3 things
    • N95 masks and P95 masks with exhale ports
    • surgical masks
    • filter or cloth masks
    Okay so upon further inspection OSHA says some masks are okay and not okay in certain situations.
    If you’re working with fumes and aerosol chemicals and you give your employees the wrong masks and they get sick you can be sued.
    • N95 masks and ported P95: are designed for CONTAMINATED environments. That means when you exhale through N95 the design is that you are exhaling into contamination. The exhale from P95 (ported) masks are vented to breath straight out without filtration. They don’t filter the air on the way out. They don’t need to.
    Conclusion: if you’re in Stewart’s and the guy with Covid has P95 mask his covid breath is unfiltered being exhaled into Stewart’s (because it was designed for already contaminated environments, it’s not filtering your air on the way out)
    • Surgical Mask: these masks were designed and approved for STERILE environments. The amount of particles and contaminants in the outside and indoor environments where people are CLOGG these masks very Very quickly. The moisture from your breath combined with the clogged mask with render it “useless” IF you come in contact with Covid and your mask traps it You become a walking virus dispenser. Everytime you put your mask on you are breathing the germs from EVERYWHERE you went. They should be changed or thrown out every “20-30 minutes in a non sterile environment”
    Cloth masks: today three people pointed to their masks as the walked by me entering Lowe’s. They said “ya gotta wear your mask BRO” I said very clearly “those masks don’t work bro, in fact they MAKE you sicker” the “pshh’d” me.
    By now hopefully you all know CLOTH masks do not filter anything. You mean the American flag one my aunt made? Yes. The one with sunflowers that looks so cute? Yes. The bandanna, the cut up t-shirt, the scarf ALL of them offer NO FILTERING whatsoever. As you exhale you are ridding your lungs of contaminants and carbon dioxide. Cloth masks trap this carbon dioxide the best. It actually risks health. The moisture caught in these masks can become mildew ridden over night. Dry coughing, enhanced allergies, sore throat are all symptoms of a micro-mold in your mask.
    Ultimate Answer: Ported P95 blows the virus into the air from a contaminated person and N95 holes are larger than the coronavirus and does not block particles that small. And most importantly, asymptomatic transmission is not happening anyway.
    The surgical mask is not designed for the outside world and will not filter the virus upon inhaling through it. It’s filtration works on the exhale. (Like a vacuum bag it only works one way)
    Cloth masks are WORSE than none.
    The CDC wants us to keep wearing masks. The masks don’t work.
    *Occupational Safety & Health Administration sited.
    The top American organization for safety.
    They regulate and educate asbestos workers, surgical rooms, you name it.
    If your mask gives you security wear it, just know it is a false sense of security.
    If stores stopped enforcing it no one would continue this nonsense.

    If work requires you to wear a mask, OSHA requires that your employer verifies you are receiving the minimum of 19.5% oxygen level by law! Are your oxygen levels being monitored while at work? Are you experiencing dizziness and headaches? This is a written law NOT a recommendation! I guarantee if employees started citing law and demanding their employers follow the law then the masks would go away!”

    1. I have to disagree with you about the filtration ability of cloth masks. As a Certified Industrial Hygienist, I can unequivocally state that cloth masks (as opposed to NIOSH-approved N95 respirators) do indeed filter out rocks, broken bottles and small dead animals.

    2. He indicates that P95 masks are “ported” masks. The “P” has nothing to do with a port on a mask. The “P” indicates that it’s suitable for use in oil-contaminated environments. He is correct that a ported mask doesn’t filter exhaled breath, and they shouldn’t be used unless the person KNOWS that they are negative for COVID. Both N95 and P95 masks are available without valves.

      Surgical masks. Where did he get the information that these are designed only for sterile environments? These masks are frequently used in non sterile environments and there is zero indication that they need to be changed more frequently in a clean environment vs a sterile environment. He then goes on the say that these masks “GLOGG” (I assume that is supposed to be clog) very easily. and if they aren’t used in a sterile environment they are only good for 20 minutes? Again, this is information that has been made up and has nothing to do with OSHA regs. The major reason for the use of surgical masks is to protect the wearer from body fluid splashes more than anything else. He also claims without basis that the masks will then trap the virus and you’ll become a walking virus dispenser. How does that work? He says the mask is clogged keeping the virus trapped, so how does it suddenly change to unclogged and spread the virus? Was it not really clogged? How did the virus get trapped? Why didn’t it get inhaled? Or is it because the guy has no idea what he’s talking about? I’m certain it’s the latter.

      He then goes on to cloth masks where he again shows his ignorance. “…ALL of them offer NO FILTERING whatsoever. As you exhale you are ridding your lungs of contaminants and carbon dioxide. Cloth masks trap this carbon dioxide the best. It actually risks health.” Please tell me how a CO2 molecule gets trapped (which I’m guessing is probably a million times smaller than the virus) but droplets don’t. And droplets is what spreads the disease, and while cloth masks certainly don’t filter all droplets, they filter some. Try sneezing into a cloth mask and tell me that it didn’t filter anything. But he also states that they get contaminated and trap moisture. Wait a minute. If the cloth mask isn’t filtering anything how did it trap moisture? Because the guy is full of BS and just contradicted himself. Trapping moisture is exactly WHY they work. Viruses aren’t floating around in the air by themselves. They are attached to aerosols such as water/saliva or mucous droplets. Reducing these aerosols reduces the risk of transmission of the disease.

      Viruses are not floating about naked, and that’s exactly why N95 masks work very well against viruses and is the standard of care in hospitals for protecting staff from a patient with a viral illness. As I previously stated, viruses are attached to droplets and aerosols which these masks filter very well, and for the same reason, cloth masks reduce transmission.

      This guy claims to have 30 hours of training. Wow, 30 hours, that’s less than a week compared to the years of training/education that the scientists and doctors have that are making these recommendations. But we’re supposed to think that the guy that’s got the 30 hours of training from OSHA (where the curriculum is developed from these scientists)and is more knowledgeable than a Ph.D. scientist?

      The information is wrong and dangerous because so little of it is true and it encourages practices that can harm others.

  14. No masks for me. Luckily I live in a part of California where most of my fellow citizens still value individual liberty and personal freedom. I urge my fellow patriots to not comply. The control freaks are getting desperate as they feel the power slipping away.

    If Newsom wants this enforced he can send the state police aka CHP.
    Same concept as Newsom refusing to enforce federal immigration laws.

The only problem: It’s not likely to be effective against respiratory illnesses like the flu and COVID-19. If it were, “the CDC would have recommended it years ago,” “It does not, because the CDC makes science-based recommendations.”

    Lynn Bufka, a clinical psychologist at the American Psychological Association, suspects that people are clinging to masks for the same reason they knock on wood or avoid walking under ladders. “Even if experts are saying that it’s really not going to make a difference, a little part of people’s brains is thinking, well, it’s not going to hurt. Maybe it’ll cut my risk just a little bit, so it’s worth it to wear a mask,” In that sense, wearing a mask is a “superstitious behavior”: “”

The power hungry and small minded individuals will say that these health professionals were simply following through with Dr. Fauci and the CDCs “necessary” misleading narrative in order to protect PPE stock for clinical use. A conspiracy for the greater good. Would be interesting to see whether or not these authorities have stuck with their objective science.

      I took political science courses and it wasn’t the study of how science changes based on political biases.
