What is a Governor’s Reorganization Plan or GRP?

How many different types of legislature measures are there? In total, there are eleven different types of measures used in the California Legislature.

What is the most common legislative measure? The most widely used measure is a bill. 

What is the least common legislative measure? The least widely used measure is the Governor’s Reorganization Plan.

What is a bill? A proposed law that would add, amend, or repeal one or more statutes.

What types of bills are there? Assembly Bill (AB) / Senate Bill (SB)

What is a constitutional amendment? A resolution to put before voters to add, amend, or repeal provisions of the state Constitution.

What types of constitutional amendments are there? Assembly Constitutional Amendment (ACA) / Senate Constitutional Amendment (SCA)

What is a concurrent resolution? It expresses opinion of both houses of the Legislature.

What types of concurrent resolutions are there? Assembly Concurrent Resolution (ACR) / Senate Concurrent Resolution (SCR)

What is a joint resolution? It expresses opinion of both houses of the Legislature regarding a federal government issue.

What types of joint resolutions are there? Assembly Joint Resolution (AJR) / Senate Joint Resolution (SJR)

What is a house resolution? It expresses the opinion of the Assembly or the Senate individually.

What types of house resolutions are there? House Resolution (HR) / Senate Resolution (SR)

What is a Governor’s Reorganization Plan or GRP? A measure to reorganize executive branch departments that requires approval of the Legislature.
