Two New Textbooks on the California Legislature by California Globe Contributor Chris Micheli

Everything you always wanted to know about Bill Drafting and the California Legislature

California Globe contributor and adjunct law professor Chris Micheli has published two new textbooks for students, practitioners, and those interested in learning more about aspects of the California Legislature and Bill Drafting. 

The first is a 290-chapter book entitled, “Handbook on California Legislative Drafting.” The second one is titled, “Handbook on California’s Legislative Process,” and it contains 222 chapters

“These textbooks explore important areas of the California legislative process and the drafting of legislation in our state. The Legislature enacts nearly one thousand new laws every years, and these handbooks are intended to assist those involved in the lawmaking process as well as those drafting legislation,” explained Chris Micheli. 

“I hope that both handbooks will be of interest and benefit for those involved or interested in the legislative process in this state or drafting legislation,” Micheli said.

This one-of-a-kind book begins with a discussion about the Legislature and its authority as a branch of state government. Then an in-depth review of the legislative process follows, including floor and committee procedures, legislative publications, and other topics. The textbook then turns to a review of ethics, influences on the legislative process, drafting and analyzing legislation, statutory interpretation and intent, direct democracy, the budget process, and the role of the executive branch in the legislative process.

“As a result of co-teaching the course ‘Legislative Drafting’ at the University of California, Davis, King Hall School of Law the past two years, this book contains 290 chapters and I hope for it to be a handbook for those involved or interested in drafting legislation in this state,” Micheli said.

“California is one of about twenty states that do not publish their drafting manual, so this handbook is the next best option.”

 

Both handbooks are available in either a print edition or Ebook version.
