Stockton Hair Salon Raided by Consumer Agency Cops

‘They burst into our salon and they treated it like a drug raid’

A Stockton hair salon was raided last week by armed, body armor-wearing cops from the Department of Consumer Affairs, for being open and ignoring Governor Gavin Newsom’s statewide small business shutdown.

Did anyone know the California Department of Consumer Affairs has its own armed police force?

Fox49 reported Pomp Hair Salon owners Vicki Kirk and Dino Ballin, husband and wife, were accused of violating an emergency order by the state Board of Barbering and Cosmetology requiring them to follow the lockdown emergency order. The original orders are from the governor and California Health and Human Services agency, along with county public health agencies.

“I just want to earn a living and we all want to do it safely,” Kirk told Fox40 News. “We have strict safety protocols here, and we will continue to do so.”

“We just want to keep our homes. We just want to feed our families.”

After the early “non-essential” business restrictions were imposted in March, the salon eventually reopened after hair stylists begged for work, Fox40 reported.

Is there more danger getting a haircut from a salon following health and safety protocols, or going to Walmart, Target or Costco? Is there more danger getting a haircut from a salon following health and safety protocols, or sitting on a Boeing 737 for five hours, packed in with strangers like sardines?

These arbitrary shutdowns are pure nonsense, and targeted only at small businesses.

Kirk and Ballin said after posting the video of the raid on their salon on Instagram, they’ve had an outpouring of support, including from numerous attorneys offering to take their case pro-bono.

Attorneys may want to start with the armed, body armor-wearing cops from the Department of Consumer Affairs. From there they can visit the state Board of Barbering and Cosmetology for being all too willing to throw the Pomp Hair Salon under the bus.

In California it is starting to feel as if we are dangerously close to state officials showing up and saying “show me your papers.”

“There’s these people in authority who are setting these restrictions for our citizens who are not following it themselves,” Ballin said.

“We don’t want to be doing this, any of this. We don’t want to be doing this interview today. We just want to open and work. We just want our rights,” Ballin said.

Ballin has vowed to remain open and keep the salon’s 43 staff employed even if it means losing their state license to operate.

That’s the spirit.

If any small business fights back I will chip in financially....

    • I agree. The sheriffs have even sold their souls to be neutered, stripped of their powers to arrest this governor. California stands alone. We LITERALLY have NO ONE to protect US!

      • You CAN call out for your Patriots, militia, and Sherrifs to do the work of protecting you. It has to be a request, and a defined target, or to stand in defense of a business under assault. It would be to protect you, the citizen business woman/man from enemies, in this case domestic. A Sherrif would have to deputize them to make other than citizens arrest. You can defend, and operate with out doing harm, and severe punishment will likely be tried, and you'll be defended.

        If a Sherrif wants to make an arrest, he'll be able to , with you as complainant, for his acts against state law and without proper scientific basis or proof of damages or dangers you are causing. Other than perceived disruption of his percieved power. Call the DOJ and lodge formal complaint for 18 USC 241,2,3 and , 18USC 245 etc seq ( you were in fear of being killed by armed swat team in a potential ( threatened) arrest scenario, and your patrons were at risk too, by their actions. They sent guns for a civil violation. Also declare your believed violation of your first, 4th, 5th, 2nd, 14, and others, and demand an Investigation of all the officers and persons interferi g with you from the start, and visiting you, and name gov, sos, ag, and your town officials, your police chiefs, and, the force in general. ( Register a complaint with police chief too, as you do this, and ask them to protect you from unlawful harassment and deprivationn of your civil rights

        Find at least one customer, product purchase, product sale, or service you give or get from another state. Your company car may be one, but bottles of something you buy and resell from out of state is better. State your claim as they are also, therefore disturbing a business involved in interstate commerce. (Same definition OSHA uses for getting federal jurisdiction. Ergo feds can investigate civil rights (18USC ) but also other infringements. ( Life liberty, pursuit, self defense ( feeding your families, and protecting the food for your employees families is a right same as any other form of self defense. I am a patriot, not a lawyer.

        At some point, in a Rightuous battle, it may be necessary that citizens will empanel a grand jury, appoint an impartial judge, hold a militia tribunal, and a trial for these traitors, and a citizen jury to mete out punishment. If no other prosecutor will stand up and no other complicit court will hold the trial of the gov. And police and enforcement.

    • Actually they are not wannabe cops - they are sworn police officers who go attend a very highly regarded academy. They are considered some of the elite. They have their own officers so that local law enforcement and/or FBI hopefully do not need to get involved, but they have. Do your research.

      • If this is true maybe they should try to take care of real crimes in Stockton, like burglaries, murders, grand theft. Let’s leave the hardworking mask wearing business owners alone.

      • I've been in Law Enforcement most my adult life, and have never heard of such outlandish Agency as "Consumer Affairs Police". These people may have powers of arrest, but they are not Cops. They aren't out taking police runs, and providing service to citizens. They only exist to exert CA's authoritarian will. There's no reason for a state to have something like this, and I'd lay good money the "officers" who work there couldn't cut it as the real police, so yea, they are a bunch of wanna be's. When the real police refuse to enforce unconstitutional edict, this is the nonsense bureaucracy you get.

  • What an embarrassment to real Law Enforcment Officers. Tac uniforms to cite a business for violating a directive? Filled with folks who couldn’t get hired in a real Law Enforcement agency and have watched too many episodes of COPS.

  • Are the cops ever going to do the right thing and stand down? Pretty much they are the muscle for these curropt people in power. That includes our military too. These dumb ass cops so addicted to their power need to remember who pays their salaries and who their job is to serve and protect.

  • DCA has a Division of Investigation that has its own officers so I’m thinking these are them. DCA licensed doctors, dentists, smog stations, boxers, nurses, pot shops. They respond to all kinds of licensed individuals that are out of compliance.

    • Bureaucrats have hidden SWAT teams in all sorts of agencies that don't need them throughout government at all levels. It's another form of pork, and a means of projecting power under color of law. Since when does any regulatory agency have a legitimate need for tactical teams to discuss compliance violations with, or issue fines to, licensed businesses? These are administrative issues that are almost always handled with a visit or a few phone calls, or in civil court. It's just so much easier to govern when you can intimidate people into obeying, isn't it?

      Kathy this is called "code enforcement" and it doesn't take or need a "police" agency to perform. No other state outside these ridicules Democrat states have Code Enforcement with powers of arrest. These people are not real Cops, and are violating Constitutional law, and should be disbanded or arrested.

  • As they step over the piles of feces, dirty syringes and homeless to cite the hair saloon owner in the name of public health and safety!!

    • Unfortunately, DCA does not regulate anything to do with the homeless or the streets - that is the county's responsibility.
