Legislature to Designate November Ballot Measures

This bill requires a majority vote

At almost 7pm on Sunday, June 30, 2024, Assembly Bill 440 was amended to make a number of changes. Initially, Assemblywoman Gail Pellerin and Senator Catherine Blakespear became joint authors of the measure.

In addition, AB 440 would do the following:

  1. Move ACA 13 (Ward) to the November 2026 ballot by way of special election.
  2. Call a special election to be consolidated with the statewide general election scheduled for November 5, 2024.
  3. Require the submission of the Safe Drinking Water, Wildfire Prevention, Drought Preparedness, and Clean Air Bond Act of 2024 (SB 867 – Allen) and the Kindergarten Through Grade 12 Schools and Local Community College Public Education Facilities Modernization, Repair, and Safety Bond Act of 2024 (AB 247 – Ward) to the people for their approval at that statewide general election.
  4. The Secretary of State must submit SB 867 (Climate bond) and AB 247 (Education facility bond) to the voters on November 5, 2024.
  5. SB 1381 (Wahab) is the alternative retail theft ballot measure. It is to be set forth as the first measure on the November ballot and designated as Prop. 2.
  6. AB 247 (education facilities bond) is placed second on the ballot for the November 5, 2024, statewide general election and is designated as Proposition 3.
  7. Assembly Constitutional Amendment 5 (Low) is placed third on the ballot for the November 5, 2024, statewide general election and is designated as Proposition 4.
  8. SB 867 (climate bond) is placed fourth on the ballot for the November 5, 2024 statewide general election and is designated as Proposition 5.
  9. Assembly Constitutional Amendment 1 (Aguiar-Curry) is placed fifth on the ballot for the November 5, 2024, statewide general election and is designated as Proposition 6.
  10. Assembly Constitutional Amendment 8 (Wilson) is designated as Proposition 7.

Finally, this bill requires a majority vote and goes into effect immediately as a bill calling an election. It is not subject to a referendum.
