Disposition of Other California Legislative Measures – 2025 Edition

In addition to the large volume of bills introduced and considered each year in the Legislature, there are several hundred resolutions that are also introduced

In addition to considering nearly 2,400 bills in the 2025 California Legislative Session, there are several other types of legislative measures in this state. What are those measures and how did their fare this year?

While it is contained in a bill, a Governor’s Reorganization Plan (GRP) is a unique type of bill (including that it does not list a legislator after the “Introduced by” clause). In the 2025 Session, the Assembly and Senate each considered one GRP. Neither house passed a measure rejecting the GRP.

The next type of legislative measure is a constitutional amendment, which Members of the Legislature can introduce and place on the ballot with a 2/3 vote of each house. In the 2025 Session, the Assembly passed and had chaptered 1 ACA out of the 15 ACAs introduced. In the Senate, that house did not pass and have chaptered any SCA out of the 4 SCAs introduced.

The final type of legislative measure in California is a resolution. There are three types of them: house (for each individual house only); concurrent (adopted by both houses and chaptered by the Secretary of State); and, joint (adopted by both houses and chaptered by the SOS). In the 2025 Session, the following charts list the disposition of all three types of resolutions in both houses of the Legislature:
