Annexation of Harbor Districts in California
California’s Harbors and Navigation Code

California’s Harbors and Navigation Code, in Division 8, Part 3, Chapter 5, deals with annexation. Section 6110 authorizes the annexation to a district in any of the following territory which is in the same county as the district, or in any other county:
- Any territory contiguous to the district.
- Any territory, any point of which touches the district.
- Any territory separated from the district by a “separating barrier,” as defined.
- Any territory specified in this section may consist of one or more separate parcels of land, but it is not necessary that all parcels constitute in the aggregate one tract of land.
