Advice on Lobbying in California

My primary advice on effective California lobbying centers around mastering “The Four Ps”—Process, Players, Policy, and Personality. Because lobbying is fundamentally a “relationship business,” it requires absolute adherence to ethical transparency and rigorous technical knowledge.

The Four Ps of Effective Lobbying

Co-developed with fellow veteran advocate Ray LeBov, I advise that long-term success in the Capitol depends on four critical elements:

Process: You must understand the deep nuances of how a bill actually moves through the California Legislature, including committee procedures, deadlines, and the state budget process.

Players: You need to know who the decision-makers are, including legislators, legislative staff, executive branch officials, and administrative agency heads.

Policy: You must possess expert-level command over the subject matter and the specific regulatory or legislative language being drafted or debated.

Personality: Success requires building a personal reputation as a trusted, respected, and highly ethical advisor.

Core Strategic and Ethical Advice

There are several core tenets for navigating the State Capitol:

Protect Your Credibility with Absolute Truth: Lobbyists must be completely truthful in all communications. In a fast-moving, full-time Legislature like California’s, your word is your currency, and influence peddling or deception will permanently destroy an advocate’s career.

Embrace Strict Transparency: Rather than viewing compliance as a hurdle, advocates should embrace California’s strict registration and disclosure rules. Public transparency—such as the state’s tight $10 gift limit for lobbyists—legitimizes the profession and protects the constitutional right to petition the government.

Find the Compromising Middle Ground: A lobbyist’s ultimate loyalty is to their client, but achieving results in Sacramento frequently requires “hashing it out” with opponents. A skilled advocate focuses on education, presenting alternative solutions, and discovering a workable middle ground where politics prevail.

Master the Art of Language and Technical Drafting: Because public policy governs everyday lives, successful lobbying requires the technical skill to draft precise legislative and regulatory text. Understanding how a small language tweak impacts an industry is what separates elite advocates from generalists.
