BREAKING: Assembly Leader Gallagher’s 2-State Solution to California’s Malfeasance
‘Two State Solution’ would be 7th largest state in the US
By Katy Grimes, August 27, 2025 10:51 am
California Assembly Republican Minority Leader James Gallagher (R–East Nicolaus) held a press conference Wednesday to announce a resolution calling for the creation of a new U.S. state made up of 35 inland California counties. This division of California between the coastal and inland counties, per Gallagher, will be called the “Two State Solution.”

Gallagher’s resolution is in response “to the chronic neglect of rural and inland California. The recent Democratic-led gerrymander would silence rural voices and rig the political system against them forever.”
AJR 23 proposes to form a new state made up of 35 inland California counties to finally give these areas a voice.

Gallagher said with California’s costs through the roof of fuel, water, fertilizer, people in the inland counties who have been long forgotten. “My representation has been stripped,” he explained as a result of Governor Gavin Newsom’s and Democrat’s jamming through redistricting maps, which strips away representation for the north counties.
“The Legislature promised this year it would address affordability concerns. It did not, and they are getting worse,” Gallagher said.
“The inland counties have little voice, and will have no voice after Gavinmander and Proposition 50.”
He talked about the right to representation and self-determination, which is the ability to pursue dreams. “The people of inland California have no ability to do that,” he said.
“California is run by politicians who don’t care because they don’t have to,” said Gallagher. “They exploit our water, suppress our energy, skyrocket our costs, and kill our jobs.”
“Whether you are from the North State, Central Valley, or the Inland Empire, life has become harder and completely unaffordable. We have been overlooked for far too long, and now they are trying to rip away what little representation we have left.”
Gallagher introduced Assembly Joint Resolution 23 to create a new state for inland California and its 10 million residents. “This is the constitutional way to go about introducing a new state,” Gallagher said. “This is a new direction – our own statehood” where “governance would meet the needs of its people and isn’t totally incompetent.”
He said Orange County has expressed interest in being a part of the new state. We would govern ourselves.”
Gallagher addressed the existing mater management system in California and described it as “a complete disaster” in which there is “a government created drought.”
Gallagher said the issues plaguing the state aren’t new. “Wildlife prevention – the governor continues to cut that budget every year since 2021.”
“We don’t want any part of a government that won’t give us a voice.”
He explained that the two-state solution is delineated between the coastal counties and the inland counties. “Gavin Nerwsom can continue to govern the way they [coastal] want – $10 gas if you want. We don’t want that.”
Gallagher addressed the large Latino population in the inland counties, and noted that Latino voters have been voting against the establishment for a while now. “It’s probably why Gov. Newsom and Democrats shoved through redistricting to remove representation.”
“The people are oppressed,” Gallagher said. “Gavin, let my people go.”
Assembly Joint Resolution 23 – Two-State Solution:
Formally expresses California’s consent, as required under Article IV, Section 3 of the U.S. Constitution, to allow inland counties to form a new U.S. state, pending congressional approval.

No way – turn Ventura, Santa Barbara and San Luis Obispo County GOLD along with the rest, and we’ll go for it….
No way we want our Tri-Counties lumped in with the insanity of L.A and the Bay Area Counties… let THEM sink in their own cesspool of malevolent governance….
805 wants OUT of Commiefornia….
Unfortunately these counties turned left at least a decade or so ago. Especially since liberals from LA started moving there.
I agree with CriticalDfence9. Why punish those in those three counties? Ventura County Supervisors just turned down a multi-million dollar proposal for defending illegal aliens from deportation. They also oppose turning Ventura County into a Sanctuary County.
@ CriticalDfence
First you would have to shut down UCSB in Santa Barbara County (bring back the Marines school…) and Cal Poly in SLO County and those two counties would return to their 1980’s voting pattern. Actually same goes for Santa Cruz County and UC Santa Cruz.
Ventura County is a bit more difficult. Probably have to get rid of the San Fernando Valley bit and Oxnard to even get close to getting back to 1980’s voting patterns
I’m actually not against this if it can be done, which remains to be seen of course. The obvious fear and panic in Gavin’s reaction tweet makes me want it even more. THEN we would gladly move to the new state.
Interesting that “Old California” or “West California” would have the thin, elongated, goofy shape that is not unlike some of the preposterous redrawing of congressional districts that those ridiculous Dem-Marxists (led by Gavin) actually think they are going to get away with. Gavin and the Gang are simply not aware of how much we DESPISE them and their constant, many years-long abuse of us.
Instead of breaking the state up by coastal and inland counties, how about breaking away from failed major California cities that are hopelessly controlled by the criminal Democrat thug mafia like Los Angeles, San Francisco, Oakland, Berkeley, Sacramento, etc.? Why give up the entire coastline? Put up walls and checkpoints around those crime infested Democrat hellhole cities instead?
Why would I want to secede stolen land (politically) when the whole state is actually Red (voted for Trump). Newscum stole his power and he will be held accountable before long.

The 51st state in the union should be reserved for either Alberta or Greenland. The democrats have been effective in becoming the majority party and letting the Republicans waste time and energy on ideas that do not have a chance in making it which further demoralizes the base and further drives the cynicism that nothing will ever change except for more bad policies/laws. Even if the state were to be split the new state would be flooded with liberals seeking cheaper homes and they would flip it blue just as they did it to Oregon (in the 20th century Oregon voted Republican 16 out of 25 times in the presidential race with 1984 being the last time it went Republican). Since the 1980’s an exodus from So Cal started in pursuit of cheaper housing and a better quality of life (we had several friends that made the move north). What I would propose is to invest efforts in the top dozen or so policies/laws that keep the democrats in power and very publicly go after them with the stated goal of changing them. Enlisting the support of every voter up and down the state. There are effective ways to go from the minority party to a majority party if they are applied.
@Hal, I agree with you. Look at what happened to Colorado. It is now California of the Rockies. It elected Republican Presidential candidates up to 2004. The same would happen to an “East California”. Democrats would move there for lower cost of living, lower taxes, lower crime, lower energy costs, lower cost of housing, higher quality of life, and more freedom, and the Democrats would ruin it in short order. Democrats are like a cancer.
We need to flip this state to Republican. There are so many common sense objectives that the Republicans could take to make this happen. Republicans need a sales pitch. I don’t see one on the CAGOP website. Crickets. It’s not like the Democrats are doing a good job.

Too me, it appears to have been infuenced by the Hilton campaign.

The New California, or State of Jefferson, model violates California’s consitution. This was addressed by the cabal with the UN Participation Act of 1945 to prevent another Tennessee or West Virginia from happening again.
This is the same problem I have now. I do NOT want to be forced out of my home/forced to move elsewhere because of this ridiculous red v blue bullshit. I love my California. I love my Los Angeles. Why do we in Los Angeles have to be trapped in that blue quagmire?
I was waiting to read this, thanks.
I suggest more thought goes into this concept.
Anybody ever read about what happened on each side of Ghandi’s partition?
Start there.
Yes, more thought and discussion, of course.
Part of this I think is perhaps meant to be a wake up call to the tyrants.
But does ANYTHING wake them up?
We could use Hetch Hetchy for irrigation and convert those HSR remnants to awsome Trump monuments.😂
That would fix ’em. Ha ha. Especially the Hetch Hetchy part.
Actually, you can move Amtrak to the High-Speed Rail lines and get them off the freight tracks.
Gandhi’s
Because the majority of your citizens voted that way.
There is already a movement for a 51st state, New California. https://www.newcaliforniastate.com/
As a lifelong resident of the State of Jefferson, I particularly appreciate the casting off of Sacamento County into the Land of the Coastal Elites. That’s where it belongs.
It will never happen, but a guy’s gotta dream, if only to keep from going completely insane in this dystopian Democrat dominated dumpster fire.
As desirable as a two state solution is, certainly there was a gallantly golden effort to create The State of Jefferson by getting the court to acknowledge the deficient representation of multiple counties throughout northern and central California. The courts delayed, denied and dismissed those efforts crushing the grassroots vision for freedom and justice to be separate from tyrannical one party rule and devastation.
The plan for a divided California draws attention to the dismal failures of Democrat dominance over decades of disastrous policies. A strategic ploy to counter the costly, partisan power grab of Newsom and his legion of flying monkeys will help defeat the redistricting Democrat initiative.
Oh my god you people are grievance junkies. What absolute frauds you are. I have never seen such a barrage of circle jerk, thin-skinned, low IQ whining. I came on this site to troll the trolls and have a few laughs, but this is ridiculous. Please, move to Jonestown and enjoy the Flavor Aid. The less MAGA in California, the higher the quality of life.
Look in the mirror, “Robert”….
More MAGA for a BETTER quality of life….
Democraps like you are complete dumbasses….
Your party has COMPLETELY screwed up California….
Hmm, my reply to your comment seems to have been deleted, or maybe I just forgot to post it.
Is calling MAGA the modern NAZI party allowed?
If so, I said it, if not, forget it.
If anyone acts like a Nazi, it’s Hair-gel Hitler Newsom. Among his many Hitleresque decrees was to mandate the toxic experimental COVID mRNA shots and boosters that has resulted in an explosion of cancers and death. No doubt Roberta G. Martinengo dutifully obeyed like a Newsom Nazi would and got all of the shots and boosters? It explains the insanity of Roberta G. Martinengo’s posts. The toxic hormone therapy taken when Roberta transitioned to Robert has resulted in even more insanity. It’s what Nazi Democrats do as part of their “gender affirming care.” Law enforcement will need to monitor Roberta G. Martinengo closely to prevent any taking of innocent children’s lives like what happened with that crazed Democrat tranny in Minneapolis.
I guess calling people NAZI’s is Ok then. Good to know!
TJ needs a nap.
This looks just like what I have noticed in elections from 2000 onward: The coast is blue, the interior is red. Make sure to call the red state California Right, and the blue state California wrong.
Make it three: San Francisco and Oakland, the LA Basin, and the remainder of the state.
Instead of splitting the state into two, I would opt for reforming the voting system and restructuring the state legislature. California needs to go back to in-person voting ON Election Day and have the most of the ballots tallied by the end of the night. Absentee balloting should be reserved for those who are disabled, sick and shut in, serving in the military or travel for work. Clean up the voter rolls and abolish motor-voter. Voting should be reserved for U.S. citizens, period! On the legislative side, the State Senate should be restructured by having two senators elected from each of the 58 counties in the state. This would be similar to how the U.S. Senate is composed and would give the rural counties more of a voice in the legislature.
Rick W, I think your option is the most logical. It gets to the root of the problem.
Unfortunately, before we can get those type of actions the Democrat supermajority has full control.
We must educate the public on the constitution and Christians must not be afraid or think that politics is a taboo area. Apathy has killed this state and the MSM does a great job making sure it stays that way.
No matter how you divide this state someone gets screwed.
ShowandTell has a great tip to check out and support FixCalifornia they are cleaning up our voter rolls.
Elections have been stolen for so long that Californians accept the stolen elections as reality. Sort of a Stockholm Syndrome situation.
Thank you for pulling Sutter County out of the tar pit of liberalism!
