California Democrats’ Plan to Give Illegal Immigrants Taxpayer Funds to Purchase a Home

CHIRLA, the bill’s sponsor receives $34M in government grants

At a time in California when the media home price is over $850,000, housing starts are halted by environmental or labor union lawsuits, and $1,500 a month gets you a 240 square foot apartment in Los Angeles or San Francisco, California’s Democrat lawmakers want to give public taxpayer money to illegal immigrants for a downpayment on a home purchase.

Assembly Bill 1840 (D-Arambula), would give California taxpayer dollars to illegal immigrants to help them purchase a home.

Why?

Because, as the bill analysis for Assembly Bill 1840 says:

to “Expand opportunities for California households to accumulate wealth for themselves and their families, including ensuring that design of the loan product is not an unreasonable impediment to homeowner wealth creation.”

Notice that Democrats say “California households” and not “illegal immigrants,” as if all California households will benefit from this bill.

The title of the bill was: “California Dream for All Program.” Now it is Home Purchase Assistance Program: Eligibility. As if you won’t notice that the Democrats want to provide people who are in California illegally with down payments for new homes.

AB 1840 will:

“Establish a revolving, shared appreciation first-time homebuyer program with the goal of eventually providing up to $1 billion per year for first-time homebuyers.”

Senate Republicans’ analysis found that the plan pulls funds from veterans, to give money to illegal immigrants.

There are young men and women in the military stationed in California who cannot buy a first home because of California’s $850,000 median home cost, and highest-in-the-nation real estate prices. They are serving their country while illegal immigrants take precedence in the Democrats’ playbook.

The Globe talked with State Senator Brian Dahle Monday, who also noted that this could hurt the state’s veterans who may need a little help. “It’s not fair. It’s very unfair,” he said and indicated the bill will increase those who come to California for programs like this, as well as increase those fleeing California because of unfair policies like this.

“It would be so very wrong to prioritize undocumented immigrants over the men and women who have made great sacrifices in military service to our country,” said Sen. Dahle (R-Bieber). “California is struggling with a multi-billion dollar deficit, and numerous housing and homelessness programs providing vital assistance to so many struggling Californians face budget cuts. AB 1840 would short-change veterans even more.”

“The people who need a little help will get less,” Dahle said. “Prior to this legislation, they [those here illegally] were disqualified.”

Where is this coming from?

The bill’s sponsor is the Coalition for Humane Immigrant Rights (CHIRLA), which says, “AB 1840 would ensure immigration status is not a barrier when accessing housing services…” and “Ensuring documentation status does not preclude an individual from accessing housing support and resources removes confusion and encourages undocumented Californians to access critical support services that allow them to achieve housing stability…”

The the Coalition for Humane Immigrant Rights (CHIRLA), lists that it received $33,966,572 in government grants on its 2023 IRS Form 990, and $10,628,376 in “All other contributions, gifts, grants, and similar amounts not included above,” for a grand total of $44,760,434.

That’s $44.7+ million in government grants and contributions that the Coalition for Humane Immigrant Rights takes in, but is advocating for California’s taxpayers to fork over $1 billion per year for first-time illegal immigrant homebuyers.

Why don’t California’s Democrats ask the Coalition for Humane Immigrant Rights provide the down payments for illegal immigrants “when accessing housing services.” This isn’t something California taxpayers should be on the hook for – especially with a huge budget deficit, and especially when California’s own kids can’t even afford to buy homes.

Notably, the Coalition for Humane Immigrant Rights gives away:

$1,130,140 in the form of “Grants and other assistance to domestic organizations and domestic governments;” $11,774 to “Grants and other assistance to domestic individuals.”

They give away $1.142 million.

They spend $391,001 on “Compensation of current officers, directors, trustees, and key employees” for two employees, $1,426,410 on “other employee benefits,” and $11,847,539 on “Other salaries and wages.”

They spend $1,156,380 on “office expenses.”

The Coalition for Humane Immigrant Rights spends more on offices expenses than it gives away.

The grand total functional expenses for the Coalition for Humane Immigrant Rights is $20,129,065.

The Coalition for Humane Immigrant Rights has $24,255,116 in total assets.

Even after expenses, the Coalition for Humane Immigrant Rights had $31,344,533 Net assets or fund balances at end of year.

If the Coalition for Humane Immigrant Rights cares so much about “ensuring immigration status is not a barrier when accessing housing services” they should think about using their net assets/fund balances to help illegal immigrants purchase homes. Otherwise someone might wonder why the government is sending them $33,966,572 in government grants annually.

Near the end of the IRS Form 990 the Coalition for Humane Immigrant Rights listed $55,249 going out of the country to Central America and the Caribbean – I’d love to know what that is spent on.

And under Grants to other domestic organizations or domestic governments, they contribute “cash” to these 501 (c)(3) organizations:

(1) Santa Barbara County Immigrant Legal Defense CTR: $118,128

(2) El Concilio Family Services: $119,320

(3) Education and Leadership Foundation: $120,276

(4) MIXTECOINDIGENA COMMUNITY ORGANIZING PROJ: $228,156

(5) International Rescue Committee Inc: $192,133

(6) Community Justice Alliance Inc: $223,478

(7) Building Skills Partnership: $46,664

(8) California ChangeLawyers: $20,000

(9) NPNA (Chicago): $15,000

(10) RAIZES COLLECTIVE: $7,000

This totals: $1,090,155

  1. It would be interesting to know which government agency (‘s) are donating to CHIRLA. I would not be surprised to see that it has one or 2 major donor agencies. There are far too many agencies at all levels of government that fund these non-profits to do things for the donor agency that the donor agency is not allowed to do by law. This is just another example of corruption and its government working against its constituents.

    1. Do you not understand that this bill is specifically for the low and middle class? Read the bill, it is very short and concise. It creates a program and funding source for ANY California resident that meets the income threshold. This article is completely ingenuous and makes it sound like this program is only for illegal immigrants, it is not, its for anyone that meets that requirements and resides in California. It is a very ‘All Lives Matter’ type of legislation.

      1. This may give more free money to citizens as well as illegal immigrants. OF course there is no such thing as free money. Either way, it is a bad bill. Even if this was just for citizens, it would still be a bad bill. It is money that the state does not have and will hurt the middle class. This bill will cause more and more to flee the state. Eventually the state will crash and we who knows how that will work out. There is no way long term that the state can pay all of its unfunded liabilities. The fact that illegal aliens will be recipients is even more of a slap in the face to US citizens who live in California. Leftist pipe dreams do not work long term.

Where do you live that you seem to be immune from the rising costs of everything, the increased taxes and the diminishing returns on every dollar the state taxes us for? I’m glad we can do this for illegals while I, a hard working, tax paying, native of California, U.S. citizen, veteran with 4 combat tours and over 21 years service (I know this all means nothing to the likes of you) am getting taxed out of my home. These policies are hurting a large percentage of your fellow Californians, these policies hurt me. I normally don’t get too riled up about this stuff, but it is starting to get personal.   3. I don’t agree with this program in the first place, before the cruel twist of thinking it is A-OK to provide it to illegal aliens, in light of the injustice of doing so before providing it to vets, for instance, as Brian Dahle has rightly pointed out.
    As I understand it, this particular “affordable housing” program doesn’t allow ownership, so it creates the illusion of home ownership, in that the participants can neither sell the property nor build equity, but must hand gains back to the program and the house over to the next participant. Thus it is really more like a rental program than owning a home. One pays the mortgage as one would pay rent, the down payment having been taken care of by the state’s taxpayers. Unfortunately such programs become necessary and are increasingly accepted over time because of high costs —— BUT it is the state’s policies themselves that have created skyrocketing housing costs and “unaffordability” to begin with.
    That aside, it only adds insult to injury to absurdly provide this program to illegal aliens, and this should not be tolerated by any stretch. These legislators have REALLY gone off their nut if they think NOW is the time to be passing such legislation which is becoming increasingly unacceptable given our out-of-control nightmarish border situation.
    And “CHIRLA” of course sounds like just another non-profit more interested in their own continued existence and padded salaries and costs for their high-paid principals that once again exemplifies that the term “non-profit” is, and always has been, a misnomer for most such organizations.
    Thanks again to Katy Grimes for bringing this to our attention, asking the right questions, spelling all of it out, and digging up and showing us the damaging numbers.
    It should not be passed, but the conventional wisdom seems to be that it will.
    If it does pass, Gavin Newsom signs it at his peril. It will be just ONE MORE THING on the long list that will dash any hopes he has for a political future. But he already knows that, doesn’t he.

  5. I’m 100% against this bill, however, your headline and the article is needlessly full of lies. It’s disappointing because the actual truth is bad enough without needing to exaggerate and lie. For one thing, this is a loan, not a gift. and second, the money comes from the California Housing Finance Agency, which generates income from mortgages, not from taxpayers.

    1. @Kristoffer. What specific parts of this article are you pointing out as “lies”? Please list them and then tell us what you believe to be “truth”. If you can.

    2. It’s a zero-interest “loan” that is only paid back if/when the owner sells the house. All of these people will live in the house until they die because they won’t be able to afford another house of the same value if they sell and repay loan. It is a gift, not a loan.
      I am actually incentivized to quit my job to qualify for a free $150k.
      Anyone who votes for this is a full-on communist. You will deserve the food shortages, poverty, and government oppression if you support this.

  6. The proposed down payment plan has got national attention now, coming on the heels of Kamala’s proposed $25,000 down payment proposal which ALSO is not restricted to citizens.
    It’s hard to deny you are pandering to illegal citizens and illegal VOTERS with programs like these.

    And notice there’s little or no talk about reparations for slavery? Democrats are pandering to a new group to replace Black voters.

You know I still believe that in a fair election that Dahle wins, and he probably did win. If I recall correctly Newsom a few months before the election bribes everyone with a small slice of what is now Californias debt.

  8. I’m a US citizen from birth. I started paying taxes when I got my first job at 17. For 21 years I worked doing the most dangerous job in North America. The physical stress of that work made me partially disabled. I’m still working at 73. Where is my free shit? Is anyone listening? Where the hell is my free shit??? And why the hell are my tax dollars going to criminals who broke the law to get here?

Turns out that apparently SB 1840 is just another one those token, symbolic B.S. bills that makes it look like the Dem-Marxist politicians are doing something to get “poor” people into an unaffordable CA home — you know, the “unaffordability” problem that they and their predecessors themselves created through their AWFUL, AWFUL policies, over decades —- when they don’t intend to do a darn thing, neither for the average “low income” wannabe-homebuyer nor for their precious and protected “low income” illegal aliens.
    In fact, they CANNOT do a darn thing. WHY? Because the fund is OUT OF MONEY. They did not appropriate any money for this fantasy bill. Again, WHY? Because California is not only broke but is in a big big deficit HOLE. As you know. Some people, a few, probably people who are politically-connected anyway, got their $150K, then the fund went broke and was shut down.
    But “low income” and “middle class” home-buying wishers, as well as illegal aliens, are left thinking and hoping that the state is going to rain down cash on them for a down payment on a house.
    This is typical of the Dem-Marxist “giveaways.” It has the same blueprint. Tokenism. Symbolism. Saying we did even if we didn’t.
    Guess CHIRLA had better get busy now writing some checks for illegals on their own and start spending down that giant bank account of theirs. You know, to show they really “care”

  13. I’m all for supporting undocumented immigrants but fiscal responsibility comes first. Loans should not be given to buy homes as it will cause unequal treatment for citizens and immigrants as it will cause Latinos born here to be jealous of the undocumented.
