California Legislative House of Origin Suspense File Details
Of the 666 bills on Suspense, only 87 (13%) were Republican-authored bills, 579 were Democrat-authored bills

Friday, May 23 was the deadline for fiscal committees to act on measures in their house of origin for the 2025 California Legislative Session. This article takes a snapshot of the actions of the two Appropriations Committees by the fiscal committee deadline.
SENATE
All 40 Senators had bills on the Suspense File. The lowest number of bills on Suspense was 1 (Dahle and Strickland). The highest number of bills on Suspense was 18 (Umberg). There were two Senators with 17 bills (Cortese and Padilla), while 3 Senators had 16 bills, and 4 Senators had 15 bills.
Overall, the Senate Appropriations Committee had 432 measures on Suspense (all were SBs). 307 bills were Do Pass/Do Pass as Amended = 71% passage rate, while 125 bills were held (plus 11 were made 2-year bills) = 29% held, which is up from last spring’s rate of 25.5%.
In addition, of the 432 bills on Suspense, only 59 (14%) were Republican-authored bills. Of the Republican-authored bills, 53% passed (which is lower than last spring’s 60% passage rate) and 47% were held. Of the 373 Democrat-authored bills, 23% were held, while 77% were sent to the Floor.
Finally, the following measures are two year bills that remain eligible to move prior to the house of origin deadline next January:

ASSEMBLY
First, recall that Assembly Appropriations Committee held an earlier Suspense File vote on 4 measures on March 19. All four of those measures passed and were sent to the Floor.
Second, for last Friday’s hearing, all 79 Assembly Members had bills on the Suspense File (remember there is one vacancy). The lowest number of bills on Suspense File was 1 (DeMaio, Ellis, and Rivas). Two Members had 2 measures on Suspense (Rubio and Sanchez). The highest number of measures on Suspense was 16 (Jackson), while two Members had 15 bills (Berman and Bryan), and four Members had 14 bills (M. Gonzalez, McKinnor, and Sharp-Collins).
Overall, the Assembly Appropriations Committee had 666 measures (663 ABs and 3 ACAs). 435 bills were Do Pass/Do Pass as Amended = 65% passage rate, while 231 measures (228 ABs and 3 ACAs) were held (with 14 made 2-year bills) = 35% held rate (which is basically the same percentage from last spring).
In addition, of the 666 bills on Suspense, only 87 (13%) were Republican-authored bills. Of these Republican-authored bills, 52% of them were held, while 48% passed to the Floor (which is higher than last spring’s percentage of 40% passage for Republican-authored bills. Of the 579 Democrat-authored bills, 32% were held, while the remaining 393 bills (68%) were sent to the Assembly Floor.
