He is the publisher of the Antioch Herald newspaper and AntiochHerald.com and ContraCostaHerald.com news websites, and for seven months, last year, the interim publisher of the Los Banos Enterprise under its new ownership. A former City of Antioch Mayor Pro Tem and Councilman and Contra Costa County transportation commissioner, Payton is the CEO and Vice Chairman of a company working to bring to market a low-cost, solar powered, freight and transit rail system and the associated transit-oriented development surrounding the stations, first in California, then throughout the U.S. and world. He is a product and graduate of California public schools and California Baptist University.
