Davis Mom Who Stripped at School Board Meeting Challenged District Trans Policies

Beth Bourne has been attending DJUSD board meetings for 3 years for info on transgender locker room, bathroom policies

There’s more to the story of the Davis, CA woman who stripped down to her bikini at a recent Davis Joint Unified School District school board meeting in protest of the district’s policy allowing male transgender students access to girls’ locker rooms and girls bathrooms.

Beth Bourne, the courageous woman, is not an anti-LGBTQ+ activist as the Los Angeles Times called her. She’s a mom who has been fighting for girls’ rights to privacy in locker rooms and bathrooms, and for biological girls sports. Bourne has been requesting the school district hold a community study session to address gender issues and district gender policies publicly, but says the district “won’t touch this topic.”

Bourne told the Globe she isn’t protesting “transgender students” but is protesting girls being forced to change clothes in front of biological male students.

“Why, when you know gender identity is such a hot topic, isn’t there a study session on this?” she told the Globe.

Bourne remembered the 1976 Yale women’s rowing team protesting the conspicuous absence of a women’s locker room. They stripped bare in front of Yale’s director of physical education, revealing “Title IX” scrawled on their bodies. It was so effective, the following rowing season a women’s locker room was provided.

Bourne was repeatedly stonewalled by the Davis School Board, so she decided to do something different to get their attention.

It’s her turn at the public comment mic:

“I’m a parent in the Davis Unified School District, and I’m here today to talk about the policies you have for the locker rooms in the junior high schools. So Emerson, Holmes, Harper Junior High. Right now, we require our students to undress for PE class. So I’m just going to give you an idea what that looks like when I undress,” Bourne said as she took her shirt off, revealing a bikini top.

“So right now, this school district is saying that depending on a child’s transgender identity, they could pick which bathroom they want. Right now we have children self-identifying into different bathrooms,” she said, and took off her pants, revealing bikini bottoms.

Board members were visibly uncomfortable, and tried to cut Bourne off.

“Excuse me, this… is allowed,” Bourne said, as she tried to put on a PE uniform she brought with her, just as students have to do in front of opposite sex students while they change. The President of the Board abruptly recessed the meeting. “May I ask what I am doing that is disruptive?” Bourne said she asked the board, but did not get an answer.

“You of course would be more comfortable having people of the same sex,” Bourne noted.

Beth Bourne said the school board made these bathroom and locker room decisions without public discussion. She has attended school board meetings regularly for the last several years, and has asked many times for public discussion about the district’s gender identity policies, but she has been ignored.

Bourne is the mother of a son and a daughter, one graduated Davis High School, the other still attends. She told me that her daughter was transitioned at school by her teachers and counselors.

I met Beth Bourne in March at a meeting of the California Interscholastic Federation, which governs high school sports in California. A Coalition of Women and CIF High School Female Athletes were seeking protection of girls’ rights to fair and safe sports, and were there to formally oppose allowing biological males to compete in girls sports. They appealed to the CIF explaining how dangerous it is for the girls, and well as extremely unfair, as many girls have college scholarships on the line.

The CIF announced that it would continue “to follow California law,” which allows athletes to play on a sports team “consistent with their gender identity.”

Think about that statement. The minor children still in K-12 schools – kids who eat paste, watch cartoons, and who are dependent on parents for food – kids living under their parents’ roofs, are being allowed by the state of California to determine their gender identity.

This is a statewide scheme – “consistent with their gender identity” – whether the issue is trans students in opposite sex bathrooms and locker rooms, or trans students playing in girls sports.

But Bourne says the Davis school district has embraced its gender affirming role exuberantly. She said there are gender affirming counselors and clinicians at Davis junior high schools and high schools, who students are told they can talk confidentially with about sex and gender identity, under the guise of mental health services and treatment.

“The Davis Joint Unified School District (DJUSD) is committed to safety, inclusion, affirmation and representation for all students, to include providing strong support for students and parents/guardians on topics related to LGBTQIA+ youth,” the Davis LGBTQIA+ Support fact sheet says.

Bourne said there is a CommuniCare Health program that gives out free breast binder kits and penis tucking kits to kids over age 13.

“Last year they offered $150 shopping sprees to kids to purchase cross-dressing clothing,” Bourne said. “This is psycho-social experimentation on children.”

The school district even teaches kids how to get into the foster care system if their own parents aren’t complying with the gender affirming treatment of their minor child, according to Bourne.

This appears to be an advanced trans-grooming operation, preying on kids at the public schools they attend.

Libs of TikTok found through examining several school contracts between DJUSD and CommuniCare, the clinicians must obtain written parental consent for limited primary health care BUT makes an exception for ‘confidential sexual and reproductive health services’ for students. So basically, the school, in conjunction with clinicians, can provide sexual health services to minors without informing parents.”

As for being labeled “anti-LGBTQ+” Bourne said she doesn’t want to see LGB kids targeted for trans, but they are.

Bourne has filed at least 30 public records request from DJUSD. She filed another in April regarding the “All Genders Locker Room” issue at Davis Senior High School. Bourne said the girls locker room was replaced with an ALL GENDERS locker room at the high school gymnasium. The BOYS locker room remains for boys. “What could go wrong by asking girls to share their space with ‘all genders?’ Both boys and girls deserve sex-segregated spaces and privacy. Gender ideology is destabilizing a whole generation of kids from reality,” she said on X.

Bourne asked for floor plans for the ALL GENDER locker room showing the areas.

The answer she received to most of her requests: “The District has determined that it does not possess records responsive to your request.”

And ironically, the district said, “Under these statutes, educational records (information directly related to a student) may not be released without explicit parental consent.”

Oh. So the school can transition your child without “explicit parental consent,” but they can’t show records “directly related to a student.”

Bourne provided a letter from Cara Messmore, Director of Student Support Services Davis Joint Unified School District, whose Pronouns are she/her/hers, who said “our school has made progress with gender neutral bathrooms with the building of our ASC and future construction projects. We discussed how we could make our locker rooms gender neutral as well similar to the spaces at Holmes Jr. High.”

There are gender neutral bathrooms and locker rooms at a Junior High school, where the children who attend are 12, 13 and 14 years old.

In another of Bourne’s requests for information from Davis Joint Unified School District Bourne asked:

Could you tell me if the DavisCommuniCare individual counselor at DHS will be discussing gender identity with students?

Answer from Davis High VP Chandra Wengler:

In counseling, it’s possible that gender identity could be a topic of discussion and it would depend on if the student presented with this need.

Question:

Lastly, please tell me if they will be referring students to the clinic in order to speak with providers about cross-sex hormones, medical clearance letters and other gender-affirming care offered at Davis CommuniCare?

Answer:

Depending on the need, a referral to gender affirming healthcare services could be made by the clinician as well. Hormonal therapy for adolescents is generally referred to specialty care settings and requires parental consent.

Bourne, who was a life long Democrat, changed her registration when she realized California’s Democrats were behind the policies harming girls. On X she posted in August 2024:  “Voting Trump-Vance like our daughters’ health and welfare and safety depend on it. We need to bring back reality.”

  1. Good for gutsy mom Beth Bourne to find a way to get the attention of the bad-actor tone-deaf Davis USD, but I wonder if what she did (which went viral — GOOD) will do anything for the bigger picture of administrators, teachers, and LGBTQ +++ staff in that school district and other CA public school districts, who now appear to be applying (with gusto) legislation that was passed in 2023.
AB 665, with Scott Wiener (and Gavin Newsom) lurking in the background, allowed children as young as 12 to receive “mental health counseling” in isolation, as well as check themselves into “group homes” if parents (now seen as the kids’ enemies) so much as say a discouraging word about their child’s rapid onset “gender dysphoria” (due to school brainwashing), without parental permission or even knowledge. This presumably allows the counselor to suggest that being the wrong sex is at the bottom of every problem, after which the child is then fast-tracked into the “transition” pipeline at the nearest participating children’s or Kaiser hospital with a “transyouth” department, where sterilizing puberty blockers, mind-blowing opposite-sex hormone injections and, if the wishes of these conscience-less monster doctors come true, horrific mutilating no-going-back surgeries can be quickly administered. Unknown if Trump’s “pause” E.O. on this is being ignored or is only partially being followed; e.g., puberty blockers and hormone injections still A-OK according to the monster doctors, but mutilating surgeries are being “paused.”

  2. As a recovering parent of a child who attended public high school and junior high in Portland, OR, I know – I know! – what this attack on normalcy and modesty is. Recognize it. It’s satanic, okay people? There is no recourse. We finally placed her in a private Catholic school to save her.

“Get Out Now: why you should pull your child out of public school before it’s too late” is a small book you must get. By Mary Rice Hanson and Teresa Farnan. 200 pages of citations but otherwise a short book.

  3. So she was a life long Democrat who allowed her two kids to attend the very liberal public schools in the City of Davis (which is often referred to as “the People’s Republic of Davis” because of UC Davis campus and the many far-left radicals who live there) and then she claims that her daughter was transitioned at school by her teachers and counselors? Her kids should have never gone to Davis public schools in the first place? Some are now describing her as “courageous” for stripping down to her bikini at a school board meeting which only got her media attention but did nothing to change the District’s woke DEI policies? It’s sounds like she has questionable judgement and thought processes? It’s admirable that she has finally awakened from her Democrat wokeness, but it’s a little too late?

  4. When you have “officials” on public boards who are still wearing face masks in 2025, then you know you are not dealing with people who use logic and reason.
