California Globe 2021 Legislative Session in Review

With the conclusion of the 2021 Legislative Session, it is time to provide the annual review of legislative bill data. The following are some of the key metrics of the just completed Session:

Second House Suspense File Actions

Assembly

The Assembly Appropriations Committee acted on 205 measures from its Suspense File and passed 80% of them.

Just over half the measures passed were amended by the fiscal committee.

The Committee held the remaining 20% of the bills. (I count “2-year bills” as being held on Suspense.)

Democrat-authored measures were 90% of the total measures on Suspense and 84% of them passed.

Republican-authored measures were 10% of the total measures on Suspense and 47% of them passed.

Senate

The Senate Appropriations Committee acted on 322 measures from its Suspense File and passed 79% of them.

Just over half of the measures passed were amended by the fiscal committee.

The Committee held the remaining 21% of the bills. (I count “2-year bills” as being held on Suspense.)

Democrat-authored measures were 92% of the total measures on Suspense and 80% of them passed.

Republican-authored measures were 7% of the total measures on Suspense and 68% of them passed.

The 2022 Legislative Session commences on January 3.
