California has numerous formal acts in statute. Government Code Title 2, Division 1, Chapter 11 provides the Public Works Project Peer Review Act of 2013, which is contained in Sections 8847 to 8848. Section 8847 names the act. Section 8847.1 defines the following terms: “administering agency” and “peer review group.”

Section 8848 authorizes an administering agency to establish a peer review group. If an administering agency establishes a peer review group, the administering agency is required to develop a transparent process for selecting members of the group. Thereafter, the agency must draft a charter. The charter must be posted on the administering agency’s Internet Web site as a public document and contain specified information.
