ACA 9 Would Make California Superintendent of Public Instruction Appointed
California’s current Constitution requires the Schools Superintendent to be elected every four years, in a nonpartisan race

Assembly Constitutional Amendment 9 by Assemblyman Kevin McCarty (D-Sacramento) was introduced on February 27 and would make the Superintendent of Public Instruction (SPI) a gubernatorial appointee, rather than a statewide elected office. ACA 3 proposes to amend, repeal, and add Section 6 to Article II of the California Constitution, as well as amend, repeal, and add Sections 5 of Article V and Section 2 of Article IX.
California’s current Constitution requires the SPI to be elected every four years, in a nonpartisan race at the same time as the other eight constitutional officers are elected. The SPI is limited to two 4-year terms, just like the other constitutional officers who are elected statewide in partisan races. ACA 3 would preclude an election for SPI from being held in 2026 and make the position an appointee of the Governor beginning in 2027.
Section 1 of ACA 9 would amend Article II, Section 6 to repeal it effective January 1, 2027. Section 2 of ACA 9 would then add Section 6 back to the state Constitution without the SPI office being included. Section 3 of ACA 3 would amend Article V, Section 5 to repeal it effective January 1, 2027. Section 4 of ACA 3 would then add Section 5 back to the state Constitution without the SPI office being included.
Section 5 of ACA 9 would amend Article IX, Section 2 to prohibit the election of the SPI from being held in 2026. Thereafter, Section 2 would be repealed effective January 1, 2027. Section 6 of ACA 9 would add Article IX, Section 2 to require the SPI to be appointed by the Governor, subject to confirmation by the Assembly, the Senate, and the Senate Committee on Rules, and would serve at the pleasure of the Governor.

Gee, I guess 2022 candidate for Superintendent of Public Instruction Lance Christensen came dangerously close to winning the office in spite of election cheating, and now the mega-majority Dem/Marxist legislature wants to make darn sure odious Dem CA governors of the future, clones of Newsom, who they are apparently confident will be installed through election cheating, have the power to appoint ALL the state office holders, not just Atty General, Insurance Commissioner, Secty of State, etc. If Repub State Controller and State Treasurer 2022 candidates had come as close, those would probably be proposed as governor-appointed offices, too.

Worth reading and considering.
Democrat Assemblyman Kevin McCarty, who has been in office for YEARS, knows full well that the Democrat cabal appoints the Superintendent of Public Instruction using blatant Democrat voter fraud and rigged voting machines. McCarty just wants to make it an official gubernatorial appointee, rather than pretending that it’s a statewide elected office.
Ahh, so the natives(parents) are getting restless. How do you stop parents from voting in change?

My local district’s grade-level proficiency scores have been in the dumpster for as long as I can remember, because the district has been run by Dem/Marxists for as long as I can remember.
ACA 9 just paves the way for more partisan, one-sided governing.
Not aligned with this story, but interesting still: ASM Kevin McCarty’s wife, Letitia Garcia, spent over $100, 000 to get a seat on Sac City USD’s board of directors in 2018.
(She lost re-election in 2022.)
Kevin McCarty sold his soul to the Democrat deep-state. He’s been entrenched in Democrat politics ever since he graduated from college with degrees in political science and public policy. Now in his 50’s, he has no other marketable skills other than continue to grift off of taxpayers?
