Disposition of Bills in the 2021-22 California Legislative Session

How many Assembly and Senate bills were signed by the governor?

Now that Governor Gavin Newsom has completed his task of acting on all bills sent to his desk, below is a summary of the disposition of bills introduced in the 2021-22 California Legislative Session, broken down by the first and second years of the 2-year session, along with a break down between Senate and Assembly bills both years.

The following are the numbers for the 2021 Session, the first year of the 2-year session:

2021 Summary of Senate Bills:

Introduced – 828

Passed out of house of origin – 551 (66.5% of introduced SBs passed the Senate)

Failed passage on the Floor – 0 (0% of introduced SBs failed passage on the Floor)

Total sent to the governor – 313 (37.8% of introduced SBs reached the Gov’s Desk)

Signed by the governor – 292 (35% of introduced SBs were signed by the Gov; 93.3% of SBs were signed that reached Gov’s Desk)

Vetoed by the governor – 21 (2.5% of introduced SBs were vetoed by the Gov; 6.7% of SBs were vetoed that reached Gov’s Desk)

2021 Summary of Assembly Bills:

Introduced – 1,593

Passed out of house of origin – 793 (49.8% of introduced ABs passed the Assembly)

Failed passage on the Floor – 8 (0.5% of introduced ABs failed passage on the Floor)

Total sent to the governor – 523 (32.8% of introduced ABs reached the Gov’s Desk)

Signed by the governor – 478 (30% of introduced ABs were signed by the Gov; 91.4% of ABs were signed that reached Gov’s Desk)

Vetoed by the governor – 45 (2.8% of introduced ABs were vetoed by the Gov; 8.6% of SBs were vetoed that reached Gov’s Desk)

By way of comparison, the following are the numbers for the 2022 Session, the second year of the 2-year session:

2022 Summary of Senate Bills:

Introduced – 672

Passed out of house of origin – 605 (90% of introduced SBs passed the Senate)

Failed passage on the Floor – 6 (0.9% of introduced SBs failed passage on the Floor)

Total sent to the governor – 442 (65.8% of introduced SBs reached the Gov’s Desk)

Signed by the governor – (56.7% of introduced SBs were signed by the Gov; 86.2% of SBs were signed that reached Gov’s Desk)

Vetoed by the governor – (9% of introduced SBs were vetoed by the Gov; 13.8% of SBs were vetoed that reached Gov’s Desk)

2022 Summary of Assembly Bills:

Introduced – 1,383

Passed out of house of origin – 849 (61.4% of introduced ABs passed the Assembly)

Failed passage on the Floor – 9 (0.65% of introduced ABs failed passage on the Floor)

Total sent to the governor – 724 (52.3% of introduced ABs reached the Gov’s Desk)

Signed by the governor – (44.5% of introduced ABs were signed by the Gov; 85% of ABs were signed that reached Gov’s Desk)

Vetoed by the governor – (7.8% of introduced ABs were vetoed by the Gov; 14.9% of ABs were vetoed that reached Gov’s Desk)

The 2023-24 California Legislature convenes at noon on Monday, December 5, 2022.
