Eric Swalwell’s Campaign Pays Wife for ‘Childcare’ as FEC Filings Reveal Questionable Personal Expenses

FEC records reviewed by multiple outlets show Swalwell’s congressional and gubernatorial campaigns have reimbursed him or paid out more than $244,000 in childcare expenses between 2019 and 2025

California Democratic gubernatorial candidate Rep. Eric Swalwell (D-Livermore) is once again facing scrutiny over his use of campaign funds—this time for payments made directly to his wife, Brittany Swalwell, for “childcare,” according to newly highlighted Federal Election Commission (FEC) filings.

The disclosures for “Eric Swalwell for Governor 2026” show three separate payments to “SWALWELL, BRITTANY” explicitly labeled as “CHILDCARE”: $2,301.00, $2,026.50, and $1,740.50, totaling $6,068.00. A viral X post spotlighting the transactions prompted former federal prosecutor “Shipwreckedcrew” to call the arrangement an “indictable offense,” noting that using campaign cash to compensate a spouse for routine parental duties raises serious questions under federal campaign finance laws prohibiting personal use of donor funds. 

This latest revelation comes as part of a broader pattern. FEC records reviewed by multiple outlets show Swalwell’s congressional and gubernatorial campaigns have reimbursed him or paid out more than $244,000 in childcare expenses between 2019 and 2025—the highest total of any member of the House of Representatives. In 2022 alone, his campaign made 57 separate childcare payments totaling nearly $60,000. Additional reports indicate over $22,000 in childcare disbursements just in the final months of 2025. 

Campaign finance experts have previously described the expenditures as treading a “slippery slope,” arguing that while the FEC has issued advisory opinions permitting limited use of campaign funds for childcare tied directly to campaign travel or events (particularly for candidates with young children), direct payments to a spouse—especially one described in financial disclosures as a stay-at-home parent—blur the line between legitimate campaign-related costs and impermissible personal enrichment.

Swalwell and his wife reported household income placing them in the top 5 percent of D.C. households, yet tax returns also reveal the congressman drew down retirement accounts and delayed federal tax payments while tapping campaign resources. 

A Pattern of Ethical Questions Amid Gubernatorial Ambitions

Swalwell, who launched his bid for California governor with the declaration that he would run as a “moderate alternative,” has faced repeated ethics and national security controversies throughout his career—issues the California Globe has covered extensively.

In December 2020, the Globe reported on Axios’s bombshell exposé revealing that suspected Chinese spy Christine Fang (aka “Fang Fang”) had developed extensive ties to Swalwell as part of a Beijing intelligence operation targeting rising California Democrats between 2011 and 2015. The congressman, then a member of the House Intelligence Committee, received campaign assistance and other support from Fang before she fled the U.S. amid an FBI counterintelligence probe. Despite the revelations, Swalwell remained on the Intelligence Committee. 

More recently, on March 31, 2026, the Globe reported that Swalwell—now a declared 2026 gubernatorial contender—dispatched lawyers demanding the Trump administration’s FBI halt any release of decade-old investigative files tied to Fang Fang. The cease-and-desist letter to FBI Director Kash Patel raised the obvious question: What exactly is Swalwell trying to hide from California voters? 

The Globe has also chronicled Swalwell’s gubernatorial maneuvering, including the abrupt launch (and quick takedown) of an ActBlue page, his courting of labor unions and special interests, and his embrace of far-left positions such as calling to “Abolish ICE” even as he positions himself as a moderate. In November 2025, the Globe noted the near-inevitability of his statewide bid, despite his history of national security red flags and ethical lapses. 

Swalwell’s defenders maintain that the childcare payments comply with evolving FEC guidance designed to help working parents run for office. Yet critics point out that reimbursing himself hundreds of thousands of dollars—and now routing funds directly to his wife—while holding one of the safest Democratic seats in Congress and preparing a gubernatorial run appears to treat donor money as his personal piggybank rather than a tool for public service.

    The evidence is also coming out about his extramarital affairs and the use of politcal power to sleep with interns and young women in DC.
    The local Californian Democrats have a vendetta and it looks like they will not be sticking their necks out to save him.

  6. “Smallwell” is just another iteration of Gov. “Grabby Hands” Newsom. Their inability to control their libido around staffers/interns and use of NDAs require them to seek out partners (like “First Cuckoldress Crazy Eyes”) who put up with this type of behavior. This whole thing sounds like hush money similar to the PGE $$$ funneled to “First Cuckoldress” Jennifer ‘I never called Rose McGowan’ Newsom.
