Port Congestion Relief and Mitigation

Requires the Port of Long Beach to assess its infrastructure and air quality improvement needs

In Division 6, Part 2, Chapter 2 of the California Harbors and Navigation Code, it deals with port congestion relief and port mitigation relief. Section 1740 provides three statements of legislative findings and declarations, including that there is a need to mitigate the enormous burden imposed on the highway transportation system serving the Ports of Long Beach, Los Angeles, and Oakland.

Section 1750 requires the Port of Long Beach to assess its infrastructure and air quality improvement needs. The Port must consult with the Southern California Association of Governments on projects that improve the efficiency of cargo movement and reduce congestion impacts, as well as consult with the South Coast Air Quality Management District on projects that reduce pollution associated with the movement of cargo to and from the port through the southern California region.

Section 1760 requires the Port of Los Angeles to assess its infrastructure and air quality improvement needs. The Port must consult with the Southern California Association of Governments on projects that improve the efficiency of cargo movement and reduce congestion impacts, as well as consult with the South Coast Air Quality Management District on projects that reduce pollution associated with the movement of cargo to and from the port through the southern California region.

Section 1770 requires the Port of Oakland to assess its infrastructure and air quality improvement needs. The Port must consult with the Metropolitan Transportation Commission on projects that improve the efficiency of cargo movement and reduce congestion impacts, as well as consult with the Bay Area Air Quality Management District on projects that reduce pollution associated with the movement of cargo to and from the port through the southern California region.
