Some Statistics from the 2025-26 California Legislative Session

There were 1,846 bills introduced during the 2026 Legislative Session

Because I am a self-professed legislative geek, I share the following statistics from the recently-concluded 2025-26 California Legislative Session:

  • There were 1,846 bills introduced during the 2026 Legislative Session. Of those bills:
    • 583 were Senate Bills.
    • 1,263 were Assembly Bills.
  • Total bills passed by the Assembly in 2026 Session: 857 (68% of introduced bills)
  • Total bills passed by the Senate in 2026 Session: 521 (89% of introduced bills)
  • There were 414 spot bills between the two houses in the 2026 Session.
  • There were 179 intent bills between the two houses in the 2026 Session.
  • There were 3,926 bills that were keyed majority vote in the 2025-26 Session.
  • There were 501 bills that would take effect immediately in the 2025-26 Session.
  • There were 366 bills that required a 2/3 vote for passage in the 2025-26 Session.
  • There were 182 bills that contained an urgency clause (which means they take effect immediately upon enactment and require a 2/3 vote for passage) in the 2025-26 Session.
  • There were 138 bills that were deemed a tax levy by Legislative Counsel (which means the bill would change the base, rate or burden of tax; it does not mean it is a tax increase) in the 2025-26 Session.
  • There were 339 bills that contained an appropriation (an expenditure from the General Fund or a special fund) in the 2025-26 Session.
  • There were 3,591 bills that were keyed fiscal by Legislative Counsel in the 2025-26 Session.
  • There were 185 bills that were special statutes (rather than a general statute, which is what most bills are) in the 2025-26 Session.
  • There were 1,359 bills that imposed a state-mandated local program (which the state may or may not have to reimburse local agencies for their expenditures to comply) in the 2025-26 Session.
  • There were 228 bills that contained a severability clause (so that the remaining provisions of a law would remain in effect if one section were declared unconstitutional) in the 2025-26 Session.
  • There were 0 bills that became law without the Governor’s signature
  • The Assembly passed and had chaptered 1 ACA (out of 9 ACAs introduced) in the 2026 Session.
  • The Senate did not pass and have chaptered any SCA (out of 1 SCA introduced) in the 2026 Session.
