Standard Sections in the California Budget Bill

For those who have reviewed all of the provisions of California’s annual Budget Bill, you will notice several control sections that appear in the content of that bill. The Department of Finance (DOF) provides an explanation of these major sections.
Section 1.50
This section specifies a certain format and style for the codes used in the Budget Act. There is also authority for the DOF to revise codes used in the Budget Act, and the DOF is authorized to revise the schedule of an appropriation in the Budget Act or in other spending authority outside of the Budget Act for technical changes that are consistent with legislative intent.
Section 1.80
This section includes periods of availability for Budget Act appropriations.
Section 8.50
This section provides the authority to increase federal fund spending authority.
Section 26.00
This section provides authority for the transfer of funds from one program or function within a schedule to another program or function within the same schedule
Section 28.00
This section authorizes the DOF Director to approve the augmentation or reduction of items of expenditure for the receipt of unanticipated federal funds or other non-state funds.
Section 28.50
This section authorizes the DOF to augment or reduce the reimbursement line of an appropriation schedule for reimbursements received from other state agencies.
Section 30.00
This section is to sunset continuous appropriations.
Section 31.00
This section grants departments the authority to administratively establish or reclassify positions.
