Statistics from the 2025 Legislative Session
There were 78 bills that were deemed a tax levy by Legislative Counsel

Because I am a self-professed legislative geek, I share the following statistics from the recently-concluded 2025 California Legislative Session:
- There were 2,397 bills introduced during the 2025 Legislative Session. Of those bills:
- 864 were Senate Bills.
- 1,533 were Assembly Bills.
- Total bills passed by Assembly: 936 (61% of introduced bills)
- Total bills passed by Senate: 600 (69% of introduced bills)
- There were 390 spot bills between the two houses.
- There were 481 intent bills between the two houses.
- There were 2,232 bills that were keyed majority vote.
- There were 274 bills that would take effect immediately.
- There were 203 bills that required a 2/3 vote for passage.
- There were 162 bills that contained an urgency clause (which means they take effect immediately upon enactment and require a 2/3 vote for passage).
- There were 78 bills that were deemed a tax levy by Legislative Counsel (which means the bill would change the base, rate or burden of tax; it does not mean it is a tax increase).
- There were 179 bills that contained an appropriation (an expenditure from the General Fund or a special fund).
- There were 1,959 bills that were keyed fiscal by Legislative Counsel.
- There were 100 bills that were special statutes (rather than a general statute, which is what most bills are).
- There were 728 bills that imposed a state-mandated local program (which the state may or may not have to reimburse local agencies for their expenditures to comply).
- There were 90 bills that were contingent upon an appropriation before they could take effect.
- There were 124 bills that contained a severability clause (so that the remaining provisions of a law would remain in effect if one section were declared unconstitutional).
- There was 1 special session called by Governor Newsom.
- The most amended bill had 13 amendments in total.
- The bill with the most legislative findings and declarations had 18 of them.
- The Senate considered 1 GRP and 15 tribal-state gaming compacts.
- The Senate acted on 219 confirmations.
- The Assembly passed and had chaptered 1 ACA (out of 15 ACAs introduced).
- The Senate did not pass and have chaptered any SCA (out of 4 SCAs introduced).

This article is why Ca. needs to go to a part time legislature. Ca. has been averaging over 500 new bills for many years in a row now. But, yet so very little actually gets accomplished state wide other than piling up page after page of new bills.
