2023-24 California Legislative Session: A Look at Regular Session Bills

7% of introduced Assembly Bills were vetoed, while 8% of introduced Senate Bills were vetoed

In reviewing the recently-completed 2023-24 California Legislative Session, the following chart provides five major actions on all regular session bills during the 2-year session:

In comparing the two houses over the prior 2-year session, the Assembly passed 60.5% of its introduced bills off the Assembly Floor and sent those bills to the Senate, while the Senate passed 78% (nearly 1/3 more) of its introduced bills off the Senate Floor and sent those bills to the Assembly.

In terms of the number of bills that died in the Legislature and did not reach the Governor, 56% of introduced Assembly Bills failed passage during the legislative process, while 48% of introduced Senate Bills failed passage during the process.

In terms of the number of bills that were sent to Governor Newsom’s Desk, the Assembly send 44% of its introduced bills to the Governor, while the Senate sent 52% of its introduced bills to the Governor.

In terms of the number of bills signed into law by GGN, 37% of introduced Assembly Bills were chaptered, while 44% of introduced Senate Bills were chaptered.

In terms of the number of bills vetoed by GGN, 7% of introduced Assembly Bills were vetoed, while 8% of introduced Senate Bills were vetoed.
