Article 1 deals with temporary officers and employees. Section 9150 requires the Secretary of the Senate, the Chief Clerk of the Assembly, and the minute clerks and Sergeants-at-Arms of each house for any session to perform the duties of their offices at the next succeeding session, until their successors are elected and qualify.

Section 9151 allows the Secretary of the Senate to appoint temporary employees as are in her or his opinion necessary for the proper organization of the Senate. In addition, the Chief Clerk of the Assembly may appoint temporary employees as are in her or his opinion necessary for the proper organization of the Assembly. They can serve only until the permanent organization is completed.
