7 Test Positive for COVID in CA’s State Capitol Despite Mandatory Masks, Testing, Vaccines
The hysteria by Capitol leadership has extended well beyond rational thought, say Capitol insiders

California State Capitol Assembly and Senate leaders have demanded that Capitol staffers either get the vaccine or get tested for COVID-19 weekly since reopening the Capitol building. They also continue to order mandatory mask wearing and distancing, while refusing to address the many employees who had and recovered from COVID-19, or those Capitol staffers who may have had it but showed no symptoms, as the Globe has reported.
However, despite all of this vaccine-coercion and mandates, 7 State Capitol staffers this week have tested positive for COVID-19. Some of those 7 are vaccinated, and all of the employees who tested positive work together in the same office.
I’m shocked – except that’s how viruses spread. And vaccines are not 100% effective at preventing the spread against viruses.
The Centers for Disease Control reported a total of 10,262 SARS-CoV-2 vaccine breakthrough infections (positive COVID tests) had been reported from 46 U.S. states and territories as of April 30, 2021. Among these cases, 6,446 (63%) occurred in females, and the median patient age was 58 years.
The hysteria by Capitol leadership has extended well beyond rational thought, according to Capitol insiders. And the government overreach needs to be addressed. Just as with the federal government’s command and control mandates, there is a significant decline in trust in the public officials who are pushing these orders, including public health officials and legislative leaders.
Every Monday, the unvaccinated Capitol staff must drive to Cal Expo, wait in a car line for the COVID test to be administered to them in their car. There is no privacy as employees can look to the left and right and see the drivers of the other cars. Then within 30 minutes, they get the results and are allowed to head to work at the Capitol if the test is negative. If the test is positive, they must immediately notify Assembly or Senate Human Resources and Rules Committees.
In the Senate, staff is ordered to wear masks in their offices all day. Why?
Thursday, the Assembly’s Chief Administrative Officer Debra Gravert, ordered all Capitol employees to the Capitol and down to the basement for COVID testing – the vaccinated and unvaccinated.
The memo she sent says:
Testing is being conducted in the Capitol basement, Eureka Room today until 3:00 p.m. (Emphasis hers). Staff will receive their test results via text or email in approximately 24 hours. Face coverings and social distancing of at least six feet from others is required during the testing process.
Capitol staffers want to know, if their weekly Monday COVID tests can show results within 30 minutes, why the Capitol isn’t using those same brand of tests, rather than making staff wait 24-48 hours on a holiday weekend.
Again, the hysteria is palpable. From Gravert’s Thursday memo (here and embedded below):
Public health experts stress the continued importance of practicing common sense preventative measures that have been shown to slow the spread of the virus, which includes getting vaccinated. All Assemblymembers and essential employees who report to work must adhere to the Assembly’s protocols with regard to COVID-19. As we prepare for Independence Day, I want to remind those who remain unvaccinated to protect themselves by wearing a mask and avoiding crowds to prevent transmission and illness.
Plenty of other public health experts and actual practicing physicians disagree with Gravert’s mandates. Her orders are not common sense preventative measures. Masks worn by the general population have been proven to be useless at preventing the spread of a virus, including COVID-19. Vaccinations should be done by those who want them, and are in the high-risk category: the obese, diabetics, and unhealthy elderly.
Studies have also shown that people who were not locked down entirely, and able to go about their business are much healthier than those who remained locked down for 15 months.
A recent peer-reviewed study by Stanford University and posted on the the National Center for Biotechnological Information government website found: “The data suggest that both medical and non-medical facemasks are ineffective of viral and infectious disease such as SARS-CoV-2 and COVID -19.” The NCBI is a branch of the National Institute for Health.
The Stanford study also warned, “Wearing facemask mechanically restricts breathing by increasing the resistance of air movement during both inhalation and exhalation pro-cess[12,13]. Prolonged an d continuous effect of wearing facemask could be detrimental for health.”
One would rightfully assume that a Stanford study would suffice as expertise for members of the State Legislature and administrative staff.
California’s Capitol staff are weary from the hysteria, lack of “common sense preventative measures,” and stark lack of leadership. It’s past time for Capitol Human Resources to show employees the official written policy on COVID, as well as the exemptions.
What’s that? There is no official written COVID policy in the employment manual? Could that be because these policies violate the civil liberties of the staff?

Oh good, how inspiring! “What Independence Day Means to Me,” by Assembly Chief Administrative Officer Debra Gravert:
1) Write a lot of memos that lay down the law about every move employees make.
2) Order employees, vaccinated and un-vaccinated, down into the basement for COVID testing.
3) DON’T FORGET TO PUSH VACCINES!
4) Nag incessantly about face mask-wearing (even when you are alone) and social distancing (even when you are alone).
5) Remind employees to wear masks and social distance even after they have left the Capitol building.
6) Remember to never let up!

It is one thing to say to employees: “While it is NOT a law, we recommend that you stand apart from others and wear a mask and here is why: here is a list of studies supporting self suffocating and separation from other human beings and we welcome other opinions to debate this” but to say, in America, “wear a mask” “take the jab” , “Stick this swab up your nose weekly that is an order” with no ability to have conversations or debate or to present the research to dispute any of it, just “do it, that’s all, end of story” that is an authoritarian dictatorship That is for China, not America. People come here for freedom if people here now dont like our freedom, they can leave anytime.

This memo says three things to me: masks don’t work to “stop the spread”, unapproved vaccines don’t work, COVID tests are unreliable and useless! CA hasn’t learned a damn thing since the two weeks to slow the spread!

So why aren’t these hysterical Dem legislative leaders and CAO Gravert following the leader? If they did, life at the Capitol would have been completely back to normal at least seven months ago.

The article you cited was retracted. Please research appropriately before publishing an article. Your statements about mask wearing are false as been proven by multiple non-retracted studies. I am someone who was hospitalized from COVID and do not meet the criteria for those people who according to you are the only ones who need the vaccine. I therefore submit that most, if not all, of your statements are demonstrably false and misleading.

A person who has contracted SARS2 (covid19) has immunity for at least 12 to 18 months possibly a lifetime. The mRNA experimental vaccine may not give you the same protection as natural immunity. All who take the shot at this point are test subjects, please read the small print. I am not sure what exactly you are trying to convey here, if you have had SARS2.

The point of this article is the violation of civil liberties in the work place. I think your criticism is unfair and does not apply to healthy individuals in the workplace. Contracting Covid19 is not a death sentence for 99.7 percent of the general population.
There are many European and scientific studies that support Katy’s arguments.

Ya, 7 out of hundreds of staffers got covid despite vaccinations. ERGO, we should all dispense with the masks & stop vaccinating. Thats the dumbest logic ever.
1. Covid infection rates dropped from 42,000 cases (weekly) to 800 (weekly) from January to June, which is when people started getting vaccinated
2. There are what are called breakthrough cases bec vaccines are 95% effective at best, but with continued care and social distancing infection can be prevented.

That explains why so many of the thousands of surgeons and surgical nurses who spend long hours in an operating room are known to suffer from the long-term effects of wearing surgical face masks at work. Oh, wait…that’s not a known medical problem? Then I suspect the quote from the Stanford study was taken out of context. If doctors and nurses can wear face masks for long hours without complaint, then I can as well.
I’m not commenting on whether face masks should still be mandatory at the CA Capitol. I merely object to the use of the “wearing a face mask is dangerous to one’s health” argument to support the end of mandatory masking.
