Public Works Contract Arbitration Committee
Each member serves without compensation

California’s Public Contract Code, in Division 2, Part 2, Chapter 1, Article 7.2, provides for the Public Works Contract Arbitration Committee as part of the State Contract Act.
Section 10245 established the Public Works Contract Arbitration Committee, which consists of seven specified members.
Section 10245.1 requires each member appointed by the Governor to serve for a term of four years, but they continue in office until the successor to the member is appointed. Each member serves without compensation, but is reimbursed for travel and other expenses necessarily incurred in the performance of the member’s duties.
Section 10245.2 authorizes the committee to make recommendations to the departments respecting the arbitration practice and procedure provided by law. The committee must consult with the committee respecting the content of the uniform regulations governing the conduct of arbitrations.
Section 10245.3 allows the committee to establish standards and qualifications for the certification of arbitrators and certify as arbitrators persons meeting the standards and qualifications. The committee may remove persons from its list of certified arbitrators.
Section 10245.4 requires the Office of Administrative Hearings to provide administrative services, facilities, and fiscal support to implement this article and costs are to be recovered through filing fees imposed for each arbitration.
