2025 Session Governor Bill Signing Messages
A gubernatorial signing message may direct a state agency or department to do something to implement the new law

Like governors before him, Governor Gavin Newsom on occasion includes a “signing message” with bills that he has signed. Although only veto messages are specified in the California Constitution, governors have historically used signing messages to express their intent or desire when signing the bill.
For example, a gubernatorial signing message may direct a state agency or department to do something to implement the new law; or perhaps a signing message may ask for follow-up legislation. While not binding, executive branch agencies and the Legislature generally follow the guidance set forth in a signing message.
The following are the signing messages from the 2025 Legislative Session by bill order, of which there are a total of 13 AB signing messages and 11 SB signing messages, for a total of 24:
