Arizona GOP Demands Accountability in Escalating ‘Pay-to-Play’ Investigation of Hobbs Administration

The investigation centers on allegations that a group home provider, Sunshine Residential Homes, received favorable treatment from the state after making substantial political contributions connected to Hobbs’ campaign and inaugural fund

The Arizona Republican Party issued a statement this week calling for accountability as multiple investigations continue into alleged “pay-to-play” practices involving Governor Katie Hobbs and a state contractor.

In an April 29 press release, Arizona GOP Chairman Sergio Arellano said the party is responding to developments tied to an ongoing criminal investigation led by Attorney General Kris Mayes concerning the governor’s administration and its relationship with a major state contractor. 

The investigation centers on allegations that a group home provider, Sunshine Residential Homes, received favorable treatment from the state after making substantial political contributions connected to Hobbs’ campaign and inaugural fund.

“This is not leadership; this is corruption,” Chairman Arellano said in a statement. “Governor Hobbs has spent years lecturing Arizonans about ethics while her own administration was allegedly steering millions in taxpayer dollars to a generous donor. The fact that her campaign manager was dining with the contractor’s CEO as the deal was finalized only adds to the stench of a pay-to-play scheme that puts special interests ahead of Arizona’s most vulnerable children in state care. Hobbs owes the people of Arizona full transparency and cooperation with this criminal probe, not more stonewalling and self-serving denials.”

“Arizonans deserve better than a governor who treats state contracts like personal favors for donors,” he added. “This investigation is not a distraction; it is a long-overdue reckoning. The Arizona Republican Party will continue fighting to restore integrity to state government, protect our children, and hold accountable those who abuse the public trust for political gain.”

As previously reported by California Globe, Sunshine Residential Homes contributed hundreds of thousands of dollars to Hobbs and affiliated political committees before receiving a significant rate increase from the Arizona Department of Child Safety (DCS).  The Arizona Republic broke the story initially in 2024.

The rate increase followed earlier requests by the provider that were denied and ultimately resulted in a higher daily reimbursement rate than that of comparable group home operators, according to records cited in Fox News reporting. 

The allegations prompted multiple investigations escalating through 2025 and 2026. Mayes opened a probe following requests from Republican lawmakers, while legislative leaders initiated their own inquiry through a House advisory team as we previously reported. 

At the time, State Sen. T.J. Shope (R-LD16) wrote to Arizona Attorney General Kris Mayes, saying, “I am deeply concerned by recent reports in the media outlining what can only be described as a pay-to-play scheme between Governor Katie Hobbs’ Office, the Arizona Department of Child Safety, and political donors. Elected officials are bound by an oath to uphold the laws of our state and to be prudent stewards of taxpayer money.”

Shope suggested that the reports regarding Hobbs “if verified, raise serious public corruption questions that could implicate several state laws, including potentially: Bribery, A.R.S. § 13-2602; Fraud schemes and artifices, A.R.S. § 13-2310; Arizona Procurement Code, A.R.S. §§ 41-2501 to -2673 (including A.R.S. § 41-2616); Conflict of interest, A.R.S. 38-504(C);” and “Illegal expenditure of state monies, A.R.S. § 35-212.”

He called upon the AG to “determine if conduct by any of the involved parties warrants a criminal or civil investigation.”

In early 2026, Arizona House Republicans announced they had retained outside counsel to conduct an independent review of the matter, focusing on whether there is a link between political donations and state contracting decisions, according to AZ Capitol Times.

House leadership has also pursued additional avenues of review, including requests for involvement from the Maricopa County Attorney’s Office and the Arizona Auditor General, according to Hoodline. Jurisdictional questions have emerged regarding which office is best positioned to lead or support aspects of the investigation. The outlet noted, “legislative, county and state-level reviews are all moving forward at once, while investigators sort through the paper trail and internal communications that sit at the heart of the pay-to-play allegations.”

Separately, lawmakers have advanced legislation to increase oversight of state contracting practices, as reported by Axios. Proposals under consideration include measures that would require companies seeking state contracts to disclose political contributions to elected officials and affiliated political committees, as well as expanded reporting requirements tied to procurement decisions.

Some proposals have also focused on clarifying conflict-of-interest standards and strengthening enforcement mechanisms related to procurement transparency, though the scope and timing of those measures remain under discussion.

Governor Hobbs has denied wrongdoing and characterized the investigation as politically motivated. She has also indicated a willingness to work with lawmakers on potential ethics reforms related to state contracting, though no specific proposal or timeline has been released. 

As of this report, none of the investigations into the allegations has reached a final conclusion. The Arizona GOP statement calls for full accountability as those investigations and related legislative efforts continue.

The Arizona Republican Party will continue fighting to restore integrity to state government, protect our children, and hold accountable those who abuse the public trust for political gain.”

  1. We need to borrow Arizonas republicans for awhile. Or send ours down there and let them watch. Either or. Yet no one will go to prison over this. If they do, I will be surprised.
