Bills Having a State or Local Fiscal Effect in California
The Legislature enacts statutes by using bills.

Article IV of the California Constitution deals with the Legislature and the legislative process in this state. The Legislature enacts statutes by using bills. Bills that are proposed are designated “fiscal” if they create a state or local fiscal effect pursuant to Joint Rule 10.5. This JR provides guidance to the Office of Legislative Counsel for making its determination.
So, how many bills each year have a state or local fiscal effect? The following chart provides this data:
