CA Senate Democrats Pass Bill Granting Early Parole for ‘Youthful’ Violent Killers Sentenced to LWOP
These crimes are not the result of immaturity or poor judgment alone, they represent a calculated disregard for human life

Apparently, in the State of California, if you are a violent convicted murderer, as long as you were between ages 18 and 26 when you committed your heinous, violent murders, you can count on getting early release – as if it was just a “youthful indiscretion.”
At least that is what Democrats in the California State Senate just voted for. Senate Bill 672, by Sen. Susan Rubio (D-Baldwin Park), would allow criminals sentenced to life without parole to request early release if they committed crime before the age of 26.
Ironically, SB 672 is titled “The Youth Rehabilitation and Opportunity Act.” Apparently a “youthful” murderer is less heinous than a middle-aged murderer.
The only thing most of us need to know is what the Riverside County District Attorney Michael A. Hestrin wrote in his Argument in Opposition of SB 672, as published by the Senate Public Safety bill analysis:
According to the Riverside County District Attorney:
Senate Bill 672 … proposes to expand eligibility for parole consideration to individuals sentenced to life without the possibility of parole (LWOP) who committed their crimes under the age of 26.
Currently, individuals convicted of special circumstance murder—some of the most egregious and violent crimes under California law—face only two sentencing options: death or life without the possibility of parole. As Justice Leondra Kruger of the California Supreme Court has affirmed, special circumstance murder is “a uniquely serious offense.” SB 672 would undermine this legal standard by allowing those convicted of these most heinous crimes as young adults to seek parole after serving only 25 years.
This bill would extend leniency to offenders who have committed acts such as torture killings, multiple murders, hate crimes, or other murders involving exceptional depravity. …
These crimes are not the result of immaturity or poor judgment alone, they represent a calculated disregard for human life. SB 672 disregards the gravity of these offenses and risks retraumatizing victims’ families who were promised finality through LWOP sentences. For these families, SB 672 reopens emotional wounds by forcing them to re-engage with the criminal justice process, attend parole hearings, and potentially confront the individual responsible for the death of their loved one – repeatedly, for years to come. This is not justice. It is a re-litigation of closure.
Further reducing the sentences of those who were specifically deemed too dangerous to ever be released is unnecessary and unsafe. SB 672 prioritizes early release opportunities over public safety and fails to honor the suffering and trauma endured by the families of murder victims.
Sen. Kelly Seyarto (R-Murrieta) explained a bit more about the bill:
The anti-public safety bill would allow for early release of murderers convicted under a wide range of horrendous crimes, including murder based on religion or race. Other murderers potentially allowed parole: Those who have previous murder convictions, mass killers, bombers, drive-by shooters, gang-bangers, those who lie in wait, those who kill to evade arrest or escape from custody, and those who kill an on-duty firefighter, witness to a crime, prosecutor, judge, juror or an elected official.
Senate Minority Leader Brian W. Jones (R-San Diego) said, “A more appropriate title would be ‘To Hell With Victims, the Democrat-controlled Legislature Only Cares About Criminals Act.’ What in the world are Senator Rubio and the other Democrat colleagues thinking in supporting such an extreme bill?”

Who is Senator Rubio from Baldwin Park and represents Senate District 22 that encompasses the eastern San Gabriel Valley and the Pomona Valley in Los Angeles County? Prior to being elected to the California Legislature in 2018, she was an elected official for the City of Baldwin Park for 13 years and a public school teacher for 17 years. Rubio is a Member of the Legislative Jewish Caucus, Latino Legislative Caucus, Los Angeles Caucus, San Gabriel Valley Caucus and Legislative Women’s Caucus.
Rubio is of Jewish ancestry and she was born in Ciudad Juárez, Chihuahua, Mexico. Rubio’s parents twice immigrated to the United States without proper documentation. The first time the family settled in Texas, from which they were deported in 1975, after about two years. The family returned to the US two years later in 1977, again as undocumented immigrants, this time settling in Los Angeles. She became a U.S. citizen in 1994 after being sponsored by her youngest sister, Sylvia, who was born in El Paso. Rubio attended East Los Angeles College (ELAC) and earned an undergraduate degree and a master’s degree in Education from Azusa Pacific University.
Her ex-husband is former Assemblyman Roger Hernández, whom she divorced in 2016 after winning a restraining order due to allegations of several domestic violence incidents during their marriage, including “pushing, shoving, and choking” her. Her sister is Democrat State Assemblywoman Blanca Rubio.
Rubio is a to vote as a registered Democrat in Baldwin Park but she lives in Sacramento where she owns property.
Katy Grimes reported that in December 2024 that then Assemblyman Bill Essayli filed a Legislative Ethics complaint calling for a formal investigation into a member of the California Legislature that was accused by the U.S. Department of Justice of soliciting and accepting bribes up to $200,000 which Essayli described as the “Baldwin Park bribery scheme.” Documents made public by the U.S. attorney’s office allege that a public official who fits the profile of state Sen. Susan Rubio was part of sprawling cannabis bribery scheme when she served on the Baldwin Park City Council and campaigned for state office in 2018. The documents did not name Rubio, but they describe a public official who fits her profile: someone who was in a position to terminate the Baldwin Park city attorney in 2017 and 2018, and was running for state office through November of 2018. Rubio is the only Baldwin Park official whose experience matches those criteria.

It’s curious that Democrat Senator Susan Rubio, who is of Jewish ancestry and who is a member of the Democrat Legislative Jewish Caucus, has not issued a peep regarding the pervasive anti-Semitism that is pervasive at California’s public schools, colleges and universities? Instead of addressing the heinous attacks on her fellow Jews in California, she’s focused on releasing violent criminals into California neighborhoods.

Maybe because of their twisted world view they identify more with criminals or even have sick fantasies of being at the mercy of violent criminals, who knows. Nothing would surprise me at this point. Maybe they have criminals in their families. Maybe they themselves have committed crimes and envy those who have committed worse crimes, even violent crimes. Maybe because they don’t believe in God they think they ARE God and in their puffed-up self-importance they see themselves as saviors doing something noble and good. More likely a combination of stupidity, ignorance, arrogance, and power-mad recklessness causes them to do the opposite of what they should be doing and actually have a duty to do.
Katy Grimes spelled it all out: The D.A.s and Repub legislators see the obvious dangers of this bill and support victims and their loved ones as they should. The non-profit or govt connected organized supporters of this ridiculous bill, found in the HUGE list above, well, God only knows what their stake is, whether a wholly concocted pie-in-the-sky dreamworld of fake do-gooding or money, money, money, but as you can see it’s the Usual Suspects. Average Californians posting on X about this seem more informed than ever and are clearly fed up to the teeth. Because believe it or not letting the extra-twisted violent criminals out early is nowhere near our only problem in this state. As you know.
It’s not over yet, this aggressively reckless bill (SB 672) goes to the assembly next as I understand it.

According to the American CEO magazine the foundation was born out of a concern for incarcerated youth to be more in tune with their spirit through yoga practice and other touch feely preventatives!

Great article Katy. This bill will give parole eligibility to the three men who murdered my brother. As for the list of groups that support this bill, they are just family members of the killers. Look no further than “felony murder elimination project” – who is the family of my brother’s killers. These groups don’t care about public safety or accountability, they only care about getting their family out of prison. These are the same people who have sponsored prior legislation targeting the same exact law, each bill a different approach at free special circumstance murderers.
