California Back With New Reparations Bill for ‘Descendants of Slaves Seeking Licenses’

What they are really promoting is social justice reparations

Even after all of California Democrats’ failed attempts at reparations legislation, here comes one more… Being a descendent of a slave will get you special priority when applying for a professional license in non-slave state California.

No joke.

Assembly Bill 742 by Assemblywoman Sade Elhawary (D-South Los Angeles) directs the Department of Consumer Affairs licensing division to “require those boards to prioritize applicants who are descendants of slaves seeking licenses, especially applicants who are descended from a person enslaved within the United States.”

The Assemblywoman’s bio says she “is an educator, organizer, and advocate for social justice who represents the 57th Assembly District, including the communities of Exposition Park, South Los Angeles, and Downtown Los Angeles.”

In May 2024, Democrats passed a bill to create a new reparations state agency called the “California American Freedman Affairs Agency,” to assist Californians with any approved reparations programs. The bill was passed in the Senate in a split 30-7 vote, with 3 abstentions, but eventually died on the inactive file. Expect the bill to be resurrected in 2025.

“This is a commonsense measure, something that’s long overdue for California and the nation,” said bill author Senator Steven Bradford (D-Gardena).

There is nothing common sense about the plan or proposed state agency.

Last June 2024, the $297.9 billion budget plan California Gov. Gavin Newsom and Democrat leaders announced appropriated $12 million to fund a series of reparations-related bills lawmakers tried to pass by the end of the year.

Fourteen of the reparations recommendations were considered, but by the end of the session in September, only a few were passed – only the little-to-no cost measures with no real legal or political challenges, like AB 3089, in which the state issues an apology over slavery and puts a plaque in the Capitol to commemorate it.

As the Globe reported:

Democrats continue with this diversionary, dangerous vanity project despite that 59% of all Californians oppose cash reparations payments, with only 28% in favor of them, a UC Berkeley Institute of Governmental Studies (IGS) poll found in September (2023).

Early on in the Reparations Task Force, members made clear they were seeking social justice state payments for being black. Task force member Jovan Scott Lewis said: “Spoiler-alert: We don’t yet know the racial wealth gap in the state of California. This is the preliminary conversation to figure out what we know and what we don’t know.”

Another task force member Dr. Cheryl Grills said: “Racial terror leads to racial trauma … also known as race-based traumatic stress,” the Globe reported in December 2022.

Remember this: “Racial wealth gap. Racial terror. Racial trauma. Race-based traumatic stress,” – they are creating new categories of grievances.

The Task Force recommended a plan that would have cost the state up to $800 billion. This received widespread backlash from across the political spectrum, the Globe reported.

As the Globe said, the state Reparations Task Force is pulling a bait-and-switch on Californians –  with talk of a “racial wealth gap,” “racial terror,” “race-based traumatic stress,” and “guaranteed income for dependents of slaves.” But what they are really promoting is social justice reparations.

Reparations talk is a distraction from the failures of the governance of California. But distractions are the best failing politicians can come up with.

Lastly, reparations of any type are violations of Proposition 209, recently reinforced by a second statewide vote.

Proposition 209, a ban on affirmative action, was passed by California voters in 1996, and prohibits discrimination or preferential treatment by the state, public universities, public employment, or other public entities, and banned affirmative action policies, the Globe reported in “Equity vs. Equality: California Reparations Commission Wants to Legalize Racial Discrimination.”

In 2020, voters even reaffirmed the ban on affirmative action policies and practices by voting down Proposition 16, 57% to 42%. Prop. 16 would have repealed Proposition 209.

However, Democrats continue to push race, DEI policies, and reparations legislation. Illegally.

This actually sounds more like a filmflam, or the beginning of California’s own Reparations Industrial Complex.

  1. NO MATTER WHAT, it’ll NEVER be enough, wel’ll NEVER be through with this reparations circus, we’ll NEVER see the end of the “aggrieved,” it’ll NEVER stop! So what to do? STOP IT NOW…just say, “No! Not now, not ever!” No one is more or better served than the so-called “underserved,” and all on the backs of everyday working citizens, as usual.

  2. This is further evidence our elections are fixed. Only 29% support reparations, yet the Democrats keep introducing bills and have passed some legislation in support of reparations. In light of the heightened awareness of DEI hires involving air traffic controllers, pilots, and other hires, the idea of the state lowering standards for professional licenses issued to people giving financial advice, handling legal matters, advising on economic matters, driving, flying, nursing, notarizing, running a business, nursing, or anything in the medical field seems like an accident waiting to happen.

  3. This is more Dem politician vote-buying. They hope, anyway! I say the politicians (et al) are keeping it alive for that reason, teasing that there will be a huge payday for some. Give it up, it’s not going to happen. It is completely unworkable, for one thing, even if people wanted it. But who is begging for this? It is patronizing and insulting.

  5. I think US citizens who reside in California should begin to pressure in state and local government for Sanctuary reparations. Their policies have caused comparable institutional enforcement of unconstitutional proportion long enough.

These laws, proposed by lawmakers whose entire campaigns were paid for by public sector unions and special interests profiting on the race hustle, are only creating racist sentiments where none previously existed. It is intolerable that anyone should be given preference in anything based on their race or any other identity based criteria.

  7. DOGE has revealed that the Democrat party is Organized Crime on the largest scale in history. Every penny they have they stole from you and I. Now this Grifter wants even more. Do the dupes in the hood really think they will get money from these thieves? Should this succeed in passing the only people receiving money will be Democrat insiders posing as “victims” of slavery 150 years after slavery ended.

    Bonus points – Which party was the party of slavery, Jim Crow, poll taxes etc?

  8. Assemblywoman Sade Elhawary appears to be fairly fair skinned, how much slavery is in her heritage? She does have seemingly sold credentials for the California Legislature, “is an educator, organizer, and advocate for social justice who represents the 57th Assembly District,”
    Her enthusiasm for this does not show much education, more Indoctrination and should keep her out of any classroom.

Not only is this legislation illegal discrimination as Katy Grimes pointed out, California was never a slave state and it’s the Democrat party which has a long and ugly history of racism and discrimination instituting slavery, segregation, Jim Crow laws and the KKK. It’s legislative Democrats like Democrat Assemblywoman Sade Elhawary who need to apologize and be held accountable for the sins of their Democrat predecessors! It’s time for Democrat lawmakers to pay up!

    As for Democrat Assemblywoman Sade Elhawary who is half-Guatemalan and half-Egyptian, how many of her constituents in her 57th Assembly District in South LA are clamoring for this legislation when the district is overwhelmingly Latino/Hispanic at over 71%? Few to none?

    Democrat Assemblywoman Sade Elhawary raised $1.45 million in the 2024 election to narrowly defeat fellow Democrat Efren Martinez, a business consultant who is the son of Mexican immigrants. The majority of Sade Elhawary’s donations came from leftist big labor groups like SEIU. No surprise there? She’s probably getting payoffs to push this legislation?

  11. If the California American Freedman Affairs Agency gets approval, there will be all kinds of shenanigans going on, most of it, we’ll never know. This agency will push for and implement reparations…for decades to come.
