CA Democrats Predictably Kill Sen. Grove’s Bill to Secure Women’s Prisons from Predatory Trans ‘Women’

‘This measure ensures the protection of biological women at birth in shared spaces such as sleeping quarters and restrooms’

As the Globe predicted, Democrats killed Senator Shannon Grove’s good bill to require the California Department of Corrections and Rehabilitation to secure women’s prisons from predatory transgenders claiming to be women for the transfer to a less secure prison.

Grove’s SB 311 would establish a secure facility at each women’s prison to house transgender women only, and prohibit an incarcerated individual convicted of a a sex offense, except for biological women at birth, from being housed at a women’s prison.

Tuesday, Senator Grove’s SB 311 was heard late in the day in the Senate Public Safety Committee. We were treated to a peek inside the committee’s position on SB 311 early in the day when Committee Chairman Assemblyman Jesse Arreguín (D-Berkeley) made a snide comment during testimony on SB 337 by Sen. Caroline Menjivar (she/her/ella) (D-Van Nuys) about Grove’s bill: “this is a real bill that provides real solutions, unlike other bills we are taking up today,” Arreguín said.

There were two other bills heard Tuesday that go after the California Department of Corrections and Rehabilitation employee abuses in women’s prisons. But by the time the committee heard Senator Grove’s bill, they were unwilling to acknowledge that trans women (biological men), who request to transfer to women’s prisons, are putting female inmates in harms way. Women are abused, assaulted, raped, impregnated and given STDs in prison, Sen. Grove said.

But Democrats on the committee continued to place all blame on the CDCR guards and employees for prison sexual abuse cases, refusing to even acknowledge that some trans inmates are manipulating the system and severely sexually abusing and assaulting female inmates.

“This measure ensures the protection of biological women at birth in shared spaces such as sleeping quarters and restrooms, while also creating a dedicated facility where CDCR can better address the specific needs of transgender women,” Sen. Grove said about SB 311.

There are only a handful of requirements for male prisoners to transfer to women’s prisons as “transgender,” with gender affirming surgery not being among the requirements, the Globe reported recently.

Sen. Grove made it clear to the committee that her bill was not political, but because she heard from so many female inmates, she could not ignore their plight, especially when the state should be ensuring their safety.

Sen. Grove said this all started last year when she held up a condom on the Senate Floor during session, and explained that it was sent to her by an incarcerated women who told her that the CDCR guards hand condoms out, knowing the women will be raped. The guards instruct the women to take the condoms with them everywhere they go in the prison, “just in case you get raped on the way.” Grove said she dug into the CDCR budget and found the allocation for condoms, and realized that this was how the state was “dealing” with rapes of women in prisons.

“My top priority is to protect the most vulnerable populations, including women in California prisons,” Sen. Grove said. She displayed a stack of letters she received from female inmates recounting horrid stories of rape and assault by trans inmates – biological men claiming to be women.

Grove explained that after passage of SB 132 Senator Scott Wiener (D- San Francisco), the state started transferring male inmates who identify as trans women to women’s prisons. The bill was signed by Governor Gavin Newsom in 2020, and  lets men be housed with women inmates if they self-identify as a woman, nonbinary, or as any other gender variant other than male, the California Family Council said.

Many of the trans inmates transferred from high level 4 prisons into women’s prisons, which don’t have the same level system as men’s prisons – minimum security to the highest level security prisons, came from a level 4 and transferred into lower level women’s prisons.

These “trans women” (biological men), many of who are convicted violent sexual predators, are sent into the women’s prisons to live with females in 8×8 rooms.

“SB 311 seeks to provide a balanced approach by establishing safe and secure housing for transgender women within existing women’s prisons. This measure ensures the protection of biological women at birth in shared spaces such as sleeping quarters and restrooms, while also creating a dedicated facility where CDCR can better address the specific needs of transgender women,” Sen. Grove said.

Sen. Grove said since SB 132 (Wiener) was passed, violent prisoners have been transferred into women’s prisons under the guise of transgenderism.

Female prisoners (biological women) were victimized, by allowing members of the opposite sex into facilities that are currently female-only – it’s been a recipe for danger to women in California’s correctional facilities.

Sen. Grove had two formerly incarcerated female witnesses describe how trans inmate transfers came in from much higher security orisons to the lower security female prisons by manipulating the system.

SB 311 would prohibit those transfers.

“Just because women are incarcerated doesn’t mean we don’t matter,” said Grove’s second witness. “We are the most forgotten women in California.” She said she lived the reality of what Grove’s bill seeks to fix – sexually violent predators who moved into her prison claiming to be trans women. “Our last safe place was penetrated.”

Senator Scott Wiener, author of SB 132, took great exception to the characterization to his bill, stubbornly clinging to his “trans are the victims” theme. Wiener claimed that 68% of sexual assaults in women’s prisons are by CDCR employees. And then he said that the people backing Senator Grove’s bill oppose every trans bill. He called it a “crusade inflamed by President Donald Trump and his allies.”

The blame Trump theme was used during nearly every bill presented in the Public Safety Committee, and particularly by Committee Chairman Assemblyman Jesse Arreguín. He said the two previous bills the committee passed, SB 337 and SB 850 “aim to put in place more accountability for prison staff.” 

“The vast majority of cases of sexual assault are committed by the staff of the CDCR, the principle people causing harm against inmates.”

Arreguín continued: “There’s a culture war in the country to strip away the rights of trans people – that is a fact.”

Senator Grove assured the committee that her bill is not political, but is in direct response to the women in prison who have been sexually abused and assaulted by men identifying as trans women. “SB 132 puts a priority for transfer over women. One rape, no matter the kind, is completely unacceptable. It is horrific.”

“This isn’t political for me,” Grove said. “The letters and meetings I had from people locked in an 8×8 room… and CDCR says they can’t do anything about it because their hands are tied.”

The committee vote was 3-1 fail, awaiting the remainder of Democrats’ votes to kill SB 311.

With Monday’s hijacking of AB 379 by Democrats for the purpose of watering down the penalty for purchasing 16-17 year olds for sex, we anticipated Grove’s SB 311 would killed, hijacked or watered down.

For the state’s Democrats, who demonstrate every day they prioritize their own ideology over their constituents, they could not acknowledge that it’s not just rogue CDCR guards raping women in prison. Democrats twisted themselves into pretzels, and they and their supporters made audible gasps and snorts when anyone said that in-tact trans “women” (men) are raping women in California prisons.

    So, heaven forbid you do anything to stop the 32% that ARE committed by the biological male inmates who “self-identify” as women?

    1. I know, right! he quoted that statistic like it was 99.9999%. I hope these hearings get played on national news if Newsom runs for president. he is as radical as his allies and did nothing to stop the “deeply unfair” trans laws. actions speak louder than words!
      regarding these women, someone should sue for their constitutional rights against cruel and unusual punishment. Katy’s article says women’s prisons are low level: translation — a woman convicted of forgery is sentenced to months behind bars, instead the reality is she is sentenced to live in an 8×8 room with a Male sex offender who repeatedly rapes her. I think that constitutes cruel and unusual punishment and should vacate the female’s remaining prison sentence. Male sex offenders are put in prison because they are a danger to society’s female populations, they are the MOST dangerous in a women’s prisons where their victims are confined to a shared cell. my only concern with Shannon’s bill was it created a 3rd space – we don’t have 3 sexes, only 2. these men deserve the death penalty for gaming the system and abusing female prisoners so horribly, imo!!!

    There is another solution that costs exactly zero. Put men in male prison and women in female prison. The science has been settled for thousands of years.

As we’ve seen here at The Globe and elsewhere, many biological men who are incarcerated, often for violent sexual crimes and often against minors, and who clearly LOOK (and probably move and talk) like biological men, have preposterously claimed to be women in order to gain access to women’s correctional facilities for whatever reason. Either to prey on the women in the facility or with an idea to protecting themselves from male prisoners in male-only facilities who aren’t too thrilled about having, say, a child-rapist in their midst.

    I would really like to know, if prison overcrowding was a more-than-sufficient reason to release imprisoned criminals into the public square of law-abiding California citizens (AB 109), WHY is this situation not also an automatically sufficient reason to block biological males, especially those convicted of rape and sexual assault, from being dumped into women’s correctional facilities, where the women are captive and are helpless to do anything at all to escape a sexual attack of a male predator who gained entry by preposterously calling himself a woman?

  5. A web search of gender dysphoria (Trannyville) produces a mountain of sites proclaiming that gender dysphoria is not mental illness. Instead, people suffering from gender dysphoria are mentally disturbed because of “anti-gender dysphoria discrimination.” That’s absolute BS. A man with Y chromosomes and a penis who thinks he is a woman is mentally ill. Period.

  9. It’s beyond apparent now that Democrat politicians are pure evil. They take a perverse delight in seeing others suffer just because they can make it so. Sadly, most voters in this state are completely clueless of this fact so the evil actions that these creatures inflict upon us will continue unabated.

It seems he is associated with every weird deviant thing that happens in this formally great state. Do better California, before we have to resort to ax handles and torches.
