California to Enslave Billionaires with 5% Tax?

The greed of a high tax state is insatiable

It is ironic that the radical California political left, that wants our state to pay slavery reparations for things that took place thousands of miles away and over a hundred and fifty years ago, now seek to impose slavery on current day wealthy Californians. 

A bizarre ballot initiative was reported in the Sacramento Bee Capitol Alert of October 24, 2025 headed “New ballot initiative would levy a 5% tax on California’s billionaires,” with the shocking tagline of “If approved, the tax would be levied on billionaires who lived in California in 2025-2026, preventing the group from leaving the state.” That last phrase absolutely constitutes imposing slavery. 

Background:

According to the article, the proposal is from the United Healthcare Workers West, an element of the Service Employees International Union (SEIU). The SEIU is made up of many locals, most of which are state and local government employees, and some of those locals are Marxist in actions and campaign financing, such as democrat socialist campaigns for public office. The SEIU has been quite shameless about using government tax money to finance political campaigns, until recently through forced contributions from all government employees. That blatant public rip off was finally stopped by the U.S. Supreme Court Janus ruling, not to be detailed here but linked. 

Proceeds from the proposed tax would go to what is essentially Obamacare short comings and to “improve public education.”

Blatant Illegalities:

Federal courts have held that a state cannot not prevent a large, or any, taxpayer from leaving, such as when Rush Limbaugh moved from high tax New York to low tax Florida, the New York tax authorities tried to treat him as still a New Yorker for years, and were finally slapped down. California tax authorities tried to tax the sale of a boat that was sold on the Caribbean because it had formerly resided in California. The greed of a high tax state is insatiable. 

A California ballot measure must be of a single subject under the state Constitution, therefore, this proposal of a billionaire’s tax to support both health subsidies and education is blatantly violates the state Constitution. 

Slavery:

The concept of enslaving California billionaires to finance failing social programs by preventing billionaires from leaving California violates so many provisions of the United States and California Constitutions it is hard to count, let alone the statutes of each, and the associated case law.  

Conclusion:

The California one party state is dominated by the radical left of the democrat party who feel they are exempt from all Constitutions, statutes, and decency.

  3. With technology, you don’t have to be physically present to run a company anymore. Billionaires can live out of state, or they can just move their company to another state with a more favorable business climate, which is already happening.

  4. The Janus ruling is specific to collecting union dues (or fees) from non-union members and was a First Amendment case. This tax on a portion of the population seems to violate the Equal Protection Clause of the Fourteenth Amendment……since the tax singles out a specific group, imo.

      In short: Yes — there are serious constitutional issues with this proposed initiative (especially the residency/anti-departure language), but no, it does not automatically violate the 13th Amendment’s prohibition of slavery or involuntary servitude. The more feasible constitutional challenge will come under the right to travel / freedom of movement and potentially equal protection or the interstate commerce clause (if the measure effectively penalizes departure).

  6. Those who rant about taxing the rich always manage to foist it on the middle class. Does anyone seriously think Nancy Pelosi or Bernie Sanders are going to pay 90% tax to any government? How about the rich who fund their campaigns and leftist agenda, they’re certainly not afraid of being disposessed. What will happen with a leftist takeover is the usefull idiots on the bottom will be rounded up with those who can’t or won’t be reeducated and be eliminated, the regime won’t need rabble rousing troublemakers. Meanwhile, “the rich” who make the revolution possible will be living like sultans as they are part of the “oligarchy” that Sanders and Ocosio Cortez endlessly babble about. Propagandist projection at its finest.
