DHS Investigating 300,000 Cases of Voter Fraud Using States’ Voter Rolls

Mullin said they are working with states on their voter rolls, searching out those who are voting illegally, and making arrests. “Every single vote – that was at the hands of an illegal canceled out a citizen that was legally registered and able to vote,” Mullin said.

The Globe reported in July that DHS Secretary Markwayne Mullin, in a July 16, 2026 letter to California Secretary of State Shirley Weber (as well as similar letters to officials in New Jersey, Nevada, and Pennsylvania), the DHS stated that a review of publicly available voter registration data indicated “there may be as many as 190,832 non-citizens registered to vote in California.” It gave an example of 81,336 registrants matching name, date of birth, address, and Social Security number to non-citizens in DHS files.

California, Pennsylvania, New Jersey, and Nevada opted not to use a new federal citizenship database, a Homeland Security review found more than a quarter million noncitizens registered to vote, Just the News reported.

25 states ran more than 68 million records through an expanded version of the Systematic Alien Verification for Entitlements (SAVE) database and reported more than 28,000 potential noncitizen matches plus hundreds of thousands of deceased registrants.

U.S. District Court Judge Sparkle L. Sooknanan blocked the modified SAVE system in June 2026, citing privacy-law violations and documented false positives that flagged U.S. citizens. Some states continued limited use under court-ordered workarounds, the AP reported. “It’s amazing how hard the Left will fight to stop us from solving problems they insist do not exist,” James Percival, general counsel at the Department of Homeland Security, said of the ruling in a social media post.

Secretary Mullin Saturday described the work as matching names on public rolls against immigration and citizenship databases to distinguish citizens, legal permanent residents, and people in the country illegally.

The numbers Mullin cited are his agency’s current investigative caseload, not a completed tally of proven illegal votes.

Earlier this summer, DHS reported over 250,000 total illegal immigrants were on four states’ voter rolls, stating that a preliminary review of publicly available voter records against federal immigration data flagged potential matches:

• California: 190,832
• New Jersey: 35,152
• Nevada: 15,903
• Pennsylvania: 14,576

…totaling over 250,000.

“The Department of Homeland Security is responsible for immigration enforcement and protecting election infrastructure,” DHS Secretary Markwayne Mullin wrote to SOS Weber. “Both of these responsibilities are critical in my mission to protect the Homeland. I am writing to make you aware of the concerning results of a recent analysis of California’s publicly available voter registration database information. Preliminary review of the records revealed that there may be as many as 190,832 non-citizens registered to vote in California. As an example, we found 81,336 California registrants for whom the name, date of birth, address and Social Security number match a non-citizen in our files. The most efficient way to ensure the accuracy of our findings is to work collaboratively on identity verification.”

Saturday Mullin told Fox’s Kayleigh McEnany, “The president was right when he said there was a tremendous amount of fraud in the election. We continue to see that. Every single vote Kayleigh that we talk about that was at the hands of an illegal canceled out a citizen that was legally registered and able to vote.”

State election officials in several of those states disputed the methodology and said many matches turned out to be U.S. citizens or people who had never voted.

The Texas voter fraud scandal that Fox’s Kayleigh McEnany referenced rounded up seven non-citizens. The Justice department reported last week:

In July, in a speech about election integrity, President Donald Trump shared intelligence findings that the People’s Republic of China “compromised” more than 200 million voter records across at least 18 U.S. states.

Trump said that during the 2020 election cycle the People’s Republic of China carried out “the largest compromise of election data in history,” resulting in the “illicit acquisition of 220 million U.S. voter files.” He said the data included names, addresses, phone numbers, political party preferences, and other details, and that U.S. spy agencies learned in 2020 that tens of millions of records from at least 18 states had been “bought, stolen, or hacked” by China, but instead of exposing this, suppressed the information to benefit Democrats in the election.

Even a relatively small number of confirmed illegal votes is unacceptable. 

This is why California voters need to pass Proposition 39 the Voter Identification, Citizenship Verification, and Registered Voter List Administration Initiative, and Congress needs to pass the SAVE America Act requirement for Voter I.D. the  — commonsense legislation that requires voters to present photo ID and implements other critical measures to protect federal elections from fraud and abuse.
