Section 9220 provides that the Speaker is responsible for the efficient conduct of the legislative and administrative affairs of the Assembly from the final adjournment of any session of the Legislature until the convening of the next session.
Section 9221 requires every member, officer, and employee of the Assembly to assist the Speaker in carrying out the duties imposed upon him or her under this article.
Section 9222 states that neither the Assembly Speaker nor Assembly Members who assist the Speaker receive any additional salary for services rendered pursuant to this article, but they are allowed the same mileage and actual and necessary expenses for living accommodations and meals as is provided by the Joint Rules.
Section 9223 specifies that, whenever the Speaker incurs expenses in connection with the work of an Assembly committee of which he or she is a member, whether an ex officio or otherwise, the Controller is required to draw their warrant in payment of the claim for expenses when it is certified either by the chairman of the committee or by the Speaker.
Section 9320 requires the compensation of each officer and employee of the Senate or Assembly to be fixed, insofar as such compensation is fixed, by the Senate or Assembly, respectively, by resolution.
Section 9321 requires the Secretary of the Senate, the Chief Clerk of the Assembly, and the minute clerks and Sergeant-at-Arms of each house, and no others, to have mileage reimbursement.
Section 9322 requires the Legislature to provide dental care plan coverage for a person who is (1) a former Member of the Assembly or Senate or former legislative employee and who meets the specified conditions, (2) a former Member of the Assembly or Senate or former legislative employee as defined, or (3) a former Member of the Assembly or Senate who meets specified conditions.
The Senate Committee on Rules administers the dental care plan for former Senators and former Senate employees, and the Assembly Committee on Rules administers the dental care plan for former Assembly Members and former Assembly employees. Each rules committee is to be paid by those persons the contributions specified, including the additional 2 percent of the contribution payments required to be paid to cover the cost of administration.
