Measures Given Numbers for November Ballot

One of the dozen or so budget trailer bills introduced on Friday, June 26 would designate the measures placed on the November 3 statewide ballot by the Legislature.

AB 182 (Pellerin/Wiener) is an urgency measure related to elections, which means it would take effect upon the Governor’s signature, so that it would take effect well ahead of the November general election.

This bill would specify that 5 particular measures that will be submitted to the voters at the November 3, 2026, statewide general election will be the first 5 measures to appear on the ballot and that they will be designated Propositions 1, 2, 3, 4, and 5, respectively. The bill would not affect the placement or numbering of any other measure that will be submitted to the voters at the same election.

As a result, the following measures would be given the first five Propositions on the November ballot as follows:

The Veterans and Affordable Housing Bond Act of 2026 (Sections 2 and 3 of Senate Bill 417 of the 2025–26 Regular Session) shall be placed first on the ballot and shall be designated Proposition 1.

The Save for California’s Future Act (Assembly Constitutional Amendment 20 of the 2025–26 Regular Session) shall be placed second on the ballot and shall be designated Proposition 2.

The California Children’s Education and Health Care Protection Act of 2026 (Secretary of State Initiative #1993) shall be placed third on the ballot and shall be designated Proposition 3.

The California Fair Elections Act of 2026 (Sections 1, 2, 3, and 4.1 of Senate Bill 42 of the 2025–26 Regular Session) shall be placed fourth on the ballot and shall be designated Proposition 4.

Senate Constitutional Amendment 1 of the 2023–24 Regular Session shall be placed fifth on the ballot and shall be designated Proposition 5.
