California Legislative Law and Process Book Published
How the judicial branch has interpreted these laws

Long time California Globe contributor Chris Micheli just released his newest reference guide, “California Legislative Law and Process.” It is 69 chapters and 180 pages in length.
Micheli explained the purpose of this book, “As I have studied and taught about the California Constitution and relevant sections of the Government Code applicable to the Legislature and its legislative process, I turned to how the judicial branch has interpreted these laws. Just knowing what the provisions of the state Constitution and the Government Code are that apply to the legislative branch is not sufficient. We also need to know what the California courts have said when interpreting these provisions.
“As a result, this reference book contains dozens quotes from California appellate court decisions interpreting Article IV of the state Constitution and applicable statutory provisions of the Government Code. These court decisions help us better understand these constitutional and statutory provisions of law. What is an example of this? Not only do we know what an urgency clause is and how this clause is written in legislation, but also with this reference books, we know how judges in this state will review that language,” Micheli said.
