AB 962 Allows Refund for Reusable Glass Containers if Washed
Bill creates pathway for reusable beverage containers to participate in CA’s Bottle Bill program with state-approved washing facilities

On October 5, Governor Gavin Newsom signed into law Assembly Bill 962 by Sen. Sydney Kamlager (D-Los Angeles), related to reusable containers. Section One of the bill adds Section 14525.1 to the Public Resources Code to add a definition of “reusable beverage container” to mean a glass beverage container with a refund value that is also processed by a processor for subsequent washing to refill and sale by a beverage manufacturer.
Section Two of the bill amends Public Resources Code Section 14539 to provide that a processor may be authorized by the department to satisfy the cancellation requirements of this section by washing a reusable beverage container or transferring a reusable beverage container for subsequent washing to a processor approved by the department.
In addition, the department may certify additional models of processors that are determined necessary to implement the law and who may be subject to requirements and standards that differ from those set forth in this new section of law. Moreover, the department’s director is required to adopt by regulation the requirements and standards for the certification and operation of those processors no later than January 1, 2024. These regulations must include, at a minimum, the approval requirements, approval processes, standards of operations, and oversight of those models of processors.
Section Three of the bill adds Section 14576 to the Public Resources Code to state the intent of the Legislature that all of this law’s provisions are to be interpreted to encourage and support the reuse, as well as the recycling, of empty beverage containers. Moreover, the processing payment for a reusable beverage container must be the same amount paid for other glass beverage containers.

With all the major issues facing California, Democrat Sen. Sydney Kamlager pushed legislation for a refund of reusable glass containers? Looking at that photo accompanying the article, some may wonder what gender does Democrat Sen. Sydney Kamlager identify with?
LA Democrat Sen. Sydney Kamlager? Yikes! The old adage that politics is show business for homely people is often true?
Have we come full circle? I remember the days growing up when we’d go out and collect Coke, Sprite, Dr Pepper, and other soda bottles. We’d then take them to the local grocery store, turn them in and get enough money to buy a candy bar and a soda. Coke picked up the bottles, washed, sanitized and refilled them. We didn’t need to have legislation to do that I suspect the senator isn’t old enough to remember such things.
