California’s Ridiculous ‘Commission on the State of Hate’ is Really California’s Ministry of Truth

Democrats in the California Legislature have proposed a bill requiring state and local officials to take anti-hate speech training.

According to Assemblyman Cory Jackson (D-Riverside), the bill’s author:

“AB 1578 would require elected local and state officials to take 1 hour of anti-hate speech training every 4 years. This bill recognizes what too many Californians already know. Hate is not abstract. It shapes when people are safe, where they work, and how they move through their own communities. Hate speech from elected officials is the primary impetus of hate crimes. This bill takes the findings of the Commission on the State of Hate and turns them into action. We cannot claim to value equality while ignoring the systems that allow hate to persist. AB 1578 demands that our state respond with clarity, data, and the courage to tell the truth about who is harmed and why. Justice begins with naming harm and building structures that prevent it.”

There is no definition in California or federal law of “hate speech.”

So, who determines what hate speech is?

The Commission on the State of Hate:

The Commission on the State of Hate was established by AB 1126 by Assemblyman Richard Bloom (D-Santa Monica), at the Civil Rights Department to assist the State of California with monitoring, preventing, and responding to hate. The Commission has three primary strategic goals:

a) Provide a comprehensive accounting of hate activity in California.

b) Develop recommendations for enhancing the resources and support for people and communities affected by hate.

c) Develop recommendations for reducing hate crimes.

“Political opposition” is considered “hate speech” by the Commission on the State of Hate.

This bill is a retread of another from 2018, where Democrats pushed legislation to create jack-boot agents of government through a “Fake News Advisory Council” – an Orwellian “Ministry of Truth” for dealing with news they don’t like.  Democrats in the California Legislature still don’t believe in making no law abridging the freedom of speech, or of the press, as we learned with Assemblywoman Mia Bonta’s new bill to make independent journalists investigating fraud illegal.

According to the California Family Council, “the bill fails to clearly define what constitutes ‘hate speech.’ Under AB 1578, state and local officials would be required to complete ‘anti-hate speech’ training without a clear statutory definition of the term. This ambiguity is troubling because it leaves the meaning of ‘hate speech’ open to interpretation by outside consultants or advocacy groups who may design and administer these training programs. Without clear limits, lawful and constitutionally protected viewpoints, especially religious or moral beliefs, could easily be mislabeled as ‘hate.’

“AB 1578 opens the door to compelled ideological instruction. The bill provides no meaningful guidance regarding who will design the training curriculum or what standards will govern it. As a result, the content will likely be shaped by outside advocacy organizations with particular political perspectives. When the government requires officials to participate in training that promotes one worldview while labeling dissenting viewpoints as harmful or hateful, it creates pressure for ideological conformity rather than fostering genuine civil discourse.”

The original language in SB 1424 said the quiet part aloud: “This bill seeks to rein in the spread of false information through social media… putting the government in the position of determining what is or is not “false information…”,

“Sen. Richard Pan (D-Sacramento) is the author of the “Online False Information Act,” a new bill that would require anyone who posts any news on the Internet to verify all information through ‘fact-checkers.’ Sen. Pan does not name who these ‘fact checkers’ are, but I’m sure the State of California will create a new unelected body of elite state employees to oversee this. “Sen. Pan’s bill would ‘require social media Web sites to disclose their ‘strategic plan to mitigate the spread of false information'” (to the California Ministry of Truth?), the first bill analysis explained.

The Commission on the State of Hate was created by California Democrats during Gov. Newsom’s Covid lockdown of the state.

In April 2022, the Biden administration announced it had created the Disinformation Governance Board – its own Ministry of Truth – a part of the Department of Homeland Security.

Americans from all walks of life were horrified.

Within three weeks the Biden Disinformation Governance Board was shut down, and many Americans heaved a sigh of relief.

However, another such board was already taking shape, but this one in California. “Governor Gavin Newsom today announced his appointments to the Commission on the State of Hate,” the Governor’s press release said Tuesday.

“Created by legislation the Governor signed last year and established in the 2022 Budget Act, the Commission will assess data on hate crimes in California, provide resources for victims, and make policy recommendations to better protect civil rights.”

Even the First Partner weighed in on California’s Ministry of Truth:

“As we work together toward a more just and equitable society, good policy – like today’s executive order – will go a long way to shifting workplace cultures, as well as the hearts and minds of the workforce,” said First Partner Jennifer Siebel Newsom. “For this reason, we are intentionally embedding equity into the mission and practices of state agencies and departments – a critical model for private sector employers as well. Today’s order will advance our shared goal of providing women, people of color, the LGBTQ community, people with disabilities, and other marginalized communities what they need at work to grow and thrive in and out of the workplace.”

What bull drivel. California’s Ministry of Truth was created solely to silence political opposition.

The bill, AB 1126 by Assemblyman Richard Bloom (D-Santa Monica), “establishes the Commission on the State of Hate to address a disturbing national increase in hate crimes and hate incidents. The bills aims to develop a commission that can fill in the gaps to current hate crime reporting by working with community and academic partners to improve hate crime and hate incident reporting to help the commission identify trends in California,” according to an early analysis of the bill.

The bill was heard in legislative committees starting March 2021, until it was passed by the Legislature and signed into law by Gov. Newsom October 2021 – when the California Legislature was still operating remotely for Covid; few members of the public were invited to participate, or were even aware of such a bill.

Sen. Richard Pan (D-Sacramento) and Assemblyman Evan Low (D-Palo Alto) were the lawmakers who authored bills to punish physicians and curtail their free speech. Doctors would have been subject to disciplinary actions by the Medical Board of California if they did not adhere to the state-approved COVID treatment consensus.

The bills were overturned by the courts as they determined they would “stifle scientific progress, harm public health, and violate doctors’ First Amendment rights.”

Democrats and the governor tried to silence the people, as well as physicians, during their tyrannical Covid lockdowns and sick protocols of mandatory masking, mandatory vaccines and being locked away from friends and family.

There’s your example of real hate. They’d do it again if given the opportunity.
