Categories of Bills per Legislative Session – 2025 Edition
The chart includes some of the common categories of bills

In reviewing bills over this past year in the California Legislature, I compiled the chart below which includes some of the common categories of bills. The chart is broken down by session year and number of bills introduced. Thereafter, among those introduced, there are thirteen categories.
The following are the statistics for the 2025 California Legislative Session, as well as the prior 2-year Session (the percentages below are based upon the number of bills introduced) in order to make a comparison:

It is interesting to note that there are three categories in which there is a clear increase over the prior Session:
Bills containing legislative findings and declarations
Bills containing statements of legislative intent
Bills containing a severability clause
