Russia’s Diesel Problem is Now Ours: ‘Russia Has Lost Control of its Diesel Oil Industry due to its War with Ukraine’

Ukrainian long-range strikes have inflicted substantial, repeated damage on Russia’s refining system in 2026, with a clear impact on diesel output, the Kyiv Independent reports.

“Among other things, there is a sharp decline in the production of gasoline and diesel fuel of the Euro-5/K5 standard.”

This has had a direct impact on the U.S.

“The post came after Ukraine launched a massive drone strike against Russia overnight between Saturday and Sunday. More than 1,600 drones traveled nearly 280 miles into the country, striking oil refineries in Moscow, causing fires and triggering a pause in operations, according to an analysis by the Institute for the Study of War.”

Ukrainian sources claim more than 45% of design refining capacity is offline as of 21 September 2026 after recent hits on the Moscow, Yaroslavl, and Syzran plants. Independent assessments are lower but still large: IEA and other trackers put throughput around 3.8–4.0 million barrels per day in mid-2026 (down 30% year-on-year and the lowest in two decades). Diesel production is estimated 20–30% lower.

Reuters reports that six plants that normally supply about half of Russia’s diesel have been hit hard. Kirishi is reported fully shut; Volgograd and NORSI (Kstovo) are running at roughly a quarter of nameplate capacity. Secondary units that produce higher-spec diesel have also been targeted; those are harder and slower to repair under sanctions.

The results of all of these strikes inside Russia is an export ban on diesel, first imposed in July, extended through at least 30 September and likely into October some experts say, domestic price increases of 18% year-to-date, regional shortages, and some rationing.

Russia has historically run a large diesel surplus for export, but those days are gone for now. Global middle-distillate markets have felt the loss of those barrels. “Lost control” overstates it. The system is still running at reduced rates, some plants recover after weeks or months, and Moscow is managing by prioritizing the domestic market, relaxing fuel-quality rules, and considering imports. The damage is real, cumulative, and ongoing, however, and repairs are constrained by sanctions and repeated strikes.
