Who Owns the Property and Other Businesses at the Illegal Chinese COVID Lab in Reedley

It appears that the property owner, AY-NC-LP, is operating and/or renting to multiple businesses at the 850 I St. location

A mysterious, unlicensed COVID-19 bio-lab was recently discovered at 850 I St., Reedley, California. On July 31, California Globe Editor Katy Grimes published a fascinating article highlighting her conversation with City of Reedley Code Enforcement Officer Jesalyn Harper:

“From May 2 through May 4, the CDC’s Division of Select Agents and Toxins inspected 850 I Street. Court documents confirm the CDC found potentially infectious agents at the location. These included both bacterial and viral agents, including: chlamydia, E. Coli, streptococcus pneumonia, hepatitis B and C, herpes 1 and 5 and rubella. The CDC also found samples of malaria.

Ms. Harper said she received the abatement warrant, which covers all of the abandoned items in the warehouse on I Street. She said the record owner of the Property is AY-NC-LP, and the official tenant of the Property is Prestige Biotech, Inc. The Property consists of a 1.73-acre parcel lot with an industrial warehouse.”

It appears that Ms. Bonnie Chui, DRE #00894884, B.C. Realty, was an agent showing the warehouse property for lease. According to her LinkedIn profile, Ms. Chui is the President of the realty firm and DBA B.C. Realty.

It appears that the property owner, AY-NC-LP, is operating and/or renting to multiple businesses at the 850 I St. location. Sanchez Recycle LLC, founded by Mr. Miguel Sanchez, has been conducting business as a tenant since early 2021. A conditional use permit application was approved by the Reedley City Council on January 12, 2021. This type of permit allows a city or county to consider special uses which may be essential or desirable to a particular community, but which are not allowed as a matter of right within a zoning district, through a public hearing process.

AY-NC-LP is listed as the owner/contractor of the recycling building as detailed within the original permit application. However, the licensed contractor declaration page filed with the City of Reedley appears to be left blank. The entity does not appear to be listed within the Contractors State License Board (CSLB) database. The inspection record indicates that the permit issued on 2/26/2021 expired, and does not indicate whether the final inspection was passed, as the fields were left blank.

 

 

Mr. Miguel Sanchez, Sanchez Recycle, LLC, operates two recycling center locations in Reedley, CA: 850 I Street Reedley, CA 93654 &  22012 E. Manning Ave Reedley, CA 93654. In addition, he founded Sanchez Investments & Real Estate, LLC on January 14, 2020. According to his realty website, I reached out to Mr. Sanchez by phone.  He informed me that he is solely a tenant to the 850 I. St. recycling center location, and should contact the property owner for further comment.

 

 

Per the original warrant served on March 10, 2023 to AY-NC-LP, the company is registered to 225 Market St., Oakland, CA 94607. Businesses which have operated at this site include Sincere Home Decor Inc, a kitchen and bath renovation store & Team Efforts Company, a cabinet maker.

Mr. Kenny Au-Yeung appears to be the registered agent for Sincere Home Decor Inc. while Mr. Edmund Au-Yeung is the registered agent to Team Efforts Company Ltd.

SINCERE YING CHEONG INC appears to operate a trucking business from the 850 I St, Reedley, CA address as well.

 

Why has there been no mention in the mainstream media of the other businesses operating at the ‘850 I St.’ address which was served with an inspection warrant? Was the recycling center permitting process legitimate? What is being transported by the trucking division? These are all questions which presumably deserve answers.

    I really like your investigation skills, Adina!

    The permitting process in Reedley seems very sloppy to me. Multiple businesses with very different needs are allowed to share a warehouse space? Are they separated by solid walls and entrances that are up to code? The water hose leading out of the building leads me to believe that it is not constructed for multi use.
    I would think being a small town the permitting process would be streamlined and well tracked. Who signed off on this stuff with missing essential details and what exactly is their role?
    The town of Reedley has some “ esplainin” to do as Ricky Ricardo would say😳
