Deadlines Looming Ahead in the California Bill Mill
Hundreds of bills being heard this week leading up to the deadline

With the Suspense Files behind us and the May 31 House of Origin deadline approaching, the following are the number of bills being debated and voted on in the Senate and Assembly Floors as of Monday:
Senate 2nd Reading – 112
Senate 3rd Reading – 227
Assembly 3rd Reading – 4
Total Bills: 343 bills
Assembly 2nd Reading – 448
Reconsideration – 1
Assembly 3rd Reading – 68
Consent – 23
Total Bills: 540
The Assembly and Senate floor debates and voting is in addition to the committee hearings this week which are all dealing with the May Budget Revision. Deadline for passage of the budget is June 15.
The suspense file is the holding placing for bills with significant fiscal impacts, usually held before each fiscal deadline so that each House can evaluate the total impacts to the state.
House of origin deadline: If a bill is amended in the second house, it must go back to the house of origin for concurrence, or agreement on the amendments.
Once the bill has been approved by the house of origin it proceeds to the other house where the procedure is repeated. Bills passed by committees are read a second time on the floor in the house of origin and then assigned to third reading.
