California Democrats ‘Leading’ Through Fraud, Deceit, Divisiveness, and Election Interference
‘At what point does the game of politics become downright fraud and tyrannical?’

When California’s Governor and legislative leaders are forced to deceive the populace, and wave rules to get what they want, they no longer lead.
The Globe has had discussions with several Senior Capitol staffers about some of the recent machinations of Democrat leaders, and Governor Gavin Newsom.
The one party rule in California has all the power to pass any law and measure its wants across California. These efforts cover everything from a simple fix for an obscure law covering an endangered frog in the Central Valley, to blatantly unconstitutional and outlandish measures. The millions of dollars dolled out to cover cases overturning unconstitutional measures passed by the California Legislature, positively funds the largest expense in the attorney general’s office, says one staffer.
So what is the latest in legislative rule waving and deceit staffers are warning about in the California legislature and leadership? Assembly Bill 440 by Assemblywoman Gail Pellarin (D-Santa Cruz).
AB 440 has five actions that draw into question how the leadership in California views the public and voters. They must think the average voter is stupid and gullible, to push such deceit and fraud at them. Let’s examine closely the actions to pass this bill and what it means.
Originally introduced as a housing density bonus bill, dealing with local governments, the bill was gutted and amended to instead call for a special election to address ACA 13 in November of 2026. This Constitutional Amendment by Democrats would amend the California Constitution to make it so Voter Initiatives (or public efforts) to raise voting thresholds for tax measures would have to pass by the same standard as the threshold they want for the taxes (aka 2/3 must pass by 2/3, or 55% must pass by 55%). This Constitutional Amendment has received huge criticism by groups and voters alike.
Here is what the senior Capitol staffers confirm to the Globe:
Under the amendments recently taken AB 440 does the following:
1. Calls for ACA 13 in 2026 to be held during the general election, pending the voter initiative to restrict raising taxes.
2. Calls for a special election this year to be merged with the general election in November to vote on two bonds
3. Waives the deadline rules for getting measures on the ballot in order to add two more bonds to this coming ballot
4. Specifically numbers the Propositions, waiving the rules for determining order on the ballot, to make the “favorites” of the leadership the first propositions.
This is not just fraud and deceit, it appears to be election interference:
- moving a constitutional amendment around to keep and fight a voter supported effort is wrong and disingenuous – especially by elected lawmakers sworn to uphold the California and US Constitutions.
- passing this bill with a simple majority vote, since it is calling for a special election, avoids the 2/3 requirement if it is directly applied to the general election – while calling for the special election to happen with the general election, to keep it tied to the big event.
- passing measures on the ballot after the deadline to submit to the secretary of state in order to jam through bills that were amended over the weekend and haven’t passed the legislature.
- reordering the propositions and numbering them from favorite to least favorite since they did not pass them earlier in accordance with the law.
Existing Law
Provides that the order by which measurers appear on the ballot is as follows:
1. Bond measures, including those proposed by initiative, in the order in which they quality.
2. Constitutional amendments, including those proposed by initiative, in the order in which they quality.
3. Legislative measures, not including those above, in the order in which they are approved by the Legislature.
4. Initiative measures, not include those above, in the order in which they qualify.
5. Referendum measures, in the order in which they quality. (Elections Code §13115).
Items on the Ballot
As of June 30, 2024, the following items have either been placed on the ballot by the Legislature or qualified through the initiative process:
1. ACA 5 by Assemblyman Evan Low (D-Palo Alto) 2023 – Marriage equality
2. ACA 1 by Assemblywoman Cecilia Aguiar-Curry (D-Winters) 2023. Reduces voting threshold from 2/3 to 55% for bonds and special taxes for affordable housing, permanent supportive housing, or public infrastructure. The Legislature is considering ACA 10 (Aguiar-Curry) which would amend this so it only applies to bonds and not special taxes.
3. ACA 13 by Assemblyman Chris Ward (D-San Diego) 2023. States that any measure that amends the constitution to increase the voter approval requirements must pass by the same voter threshold being imposed by the measure. If approved, this bill will move this item to the November 2026 ballot.
4. ACA 8 by Assemblywoman Lori Wilson (D-Suisun City) 2024. States that slavery and involuntary servitude are prohibited.
5. 1936 (21-0043A1). Raises the minimum wage to $18.
6. 1942 (22-0008). Repeals rent control.
7. 1963 (23-0021A1). Requires certain health providers to spent 98% of revenue from federal discounts on prescription drug programs on direct patient care.
8. 1966 (23-0024A1). Makes the MCO tax permanent and requires revenue to only be used for Medi-Cal.
9. 1959 (23-0017A1). Makes changes to Proposition 47. Proposed by DA and others.
As of June 30, 2024, the Legislature is considering adding the following:
10. SB 1381 by Senator Aisha Wahab (D-Fremont) 2024. Majority party Proposition 47 changes.
11. AB 247 by Assemblyman Al Muratsuchi (D-Torrance) 2024. School bond.
12. SB 867 by Sen. Ben Allen (D-Santa Monica) 2024. Climate bond.
“At what point do we acknowledge that rules are not rules if they are constantly waved for the supermajority party and only applied to the minority party?” one of the Capitol staffers asked.
“At what point do we call election interference on a body of leadership that does everything in its powers to undo the efforts of the electorate? At what point does the game of politics become downright fraud and tyrannical?”
As Assembly Republican Leader James Gallagher noted, “Law enforcement isn’t having it.. No fake reform. No Poison Pill Proposition.”

Total control of an entire populace (in this case California) is frighteningly similar to what occurred in Germany in 1933. Power was relentlessly consolidated and any kind of opposition was effectively and sometimes brutally wiped out. And the majority of the population acquiesced. Some cheered and some stayed silent out of fear, but almost everyone went along.
Yes, Fed Up……and, of course, their leader Newssolini accuses the conservative opposition of being Nazis to intimidate and silence them. We know who the real fascists are don’t we?
Exactly!
California Globe is at the forefront to awaken those who have fallen into slumber. You would think the shear rise in crime and homelessness would be enough to wake our fellow Californians up.
Those who do not know history will repeat it.
We’ve been told Nero fiddled while rome burned.
Given the clear (but ignored) evidence that the Governor and the majority Dem-Marxist CA state legislature have consistently done everything they can to act as an enemy of the people, we know that (even in California) most were not legitimately elected (or appointed). We often hear from troll-ish observers that we deserve what we get because “we voted for this.” But it becomes more and more obvious every day and with every additional crooked trick that we did not.
What would it look like to “call out” these people for election interference and for all of their other past and present malfeasance? Would the Feds step in and start indicting the worst of them as examples? That is, the rank-and-file U.S. prosecutors who are, as a practical matter, independent of the current administration? God knows, with our present phalanx of thoroughly corrupt state officeholders, A.G. Bonta, for example, would not step in and put a stop to what is happening. DUH! We need some general guidance and legal guidance about this situation.
Will an overwhelming turnout in November show dramatic movement in reaction to what is happening? Seems to be a very good possibility. We know voters are more knowledgeable than ever, and likely more enthusiastic to turn the tide than ever. But if our election in CA is once again not ‘clean enough’ and rigging occurs, begging the electorate to vote out Dems in all the competitive races — even with a tidal wave of sensible and completely fed up voters —– may not produce the result we need.
Guidance, please. Legal options, please. I’m confident that many of us are more than ready to do what is necessary to turn this nightmare around.
Show and Tell you have hit the head on the nail with your comments. Overwhelming turnout is one part of the solution. The second part is an honest electoral process. We all know that our current system is by design corrupt. So, what are we do to? Can we hire Marc Elias (Thank goodness he would never join our ranks) to sue every county? That would be possible but rather expensive. To me we focus on the 15 largest Counties which happen to be the current blue geography. Within those 15 counties we sue or press the Registrar for commonsense integrity such as chain of custody of ballots. In the last election most of these counties had lax chain of custody controls, we sue for random canvass of precincts after the election (currently the canvass is not selected at the local level). Demand that vote by mail drop boxes be monitored 24/7. Demand to see the logic and accuracy testing of each machine used to tabulate votes prior to the election. Demand to see the zero report and the end of night report for each machine used to tabulate votes. Demand an end of night/batch count for ballots that are ran on each machine tabulating ballots (while you won’t be able to verify if votes have been switched you will be able to verify that the total amount cast matches what was counted by the machine). Ensure that poll workers when they are checking in voters wait for the voter to give them their name and address. Sometimes poll workers verbally give the voter the address on file after the voter gives them a name instead of waiting to hear the voter say the address. There needs to be a lawsuit to purge moved and dead voters off the voter rolls. That needs to happen soon. As long as there are VBM’s the process will continue to have holes. What we can do is work tighten the current system up and eliminate some of the current inadequacies.
Ric Grenell’s effort “Fix California” – https://fixcalifornia.com/ – has been actively addressing many of these issues and reporting progress with a warning to be patient because it could take several years.
Hal, in Shasta County the Board of Supervisors voted to ditch the Dominion voting machines. All hell broke loose. Individuals who were genuinely concerned about the legitimacy of elections were smeared with accusations of being fascists, Nazis, election deniers, rural morons and just about every other kind of derogatory label. The state stepped in to prevent the County from instituting in-person-only voting. The fix was in. The regime had to be protected.
Hal, you failed to mention the most immediate existential threat to election integrity – the use of millions of illegal aliens who have crossed the border and are spread throughout the country. The motor-voter laws allow these aliens to obtain a ballot at the department of motor vehicles without showing proof of citizenship. The ballots will be harvested and cast by the Democrat mules. Why do you think the Chinese have sent over so many military age men (thousands) across our open borders just in time for the presidential election? The aliens do not need to stand in line to vote ; someone else will do it for them. The aliens are just being used as “place-holders.” Mail-in ballots are even easier, of course. Republican Party organizations in each county are training volunteers to work at election sites. Contact your local group.
To answer the question. That point was reached decades ago. What we call politics today is the theater they use to distract us and convince us that we have “democracy” when in fact we have one party dictatorship with the comedy relief played by the Republicans.
Thank you.
I plan on voting no on everything but “Make Crime Illegal Again”.
I’m tempted to vote yes on minimum wage so more companies will leave the state.
This article makes me want to do some more research on this Assembly Bill 440 and ACA 13.
