Whistleblower Drops Bombshell: Arizona Trump-Elector Prosecutions Tied to National Democrat Operation

A whistleblower memorandum authored by attorney Christina Bobb and released by Judicial Watch alleges that the Arizona prosecution of Trump’s 2020 alternate electors was part of a broader, politically coordinated effort involving the Democratic Attorneys General Association (DAGA) and affiliated organizations.
The 8-page memo, dated June 4, 2025, was written by Bobb—one of 18 defendants in State of Arizona v. Kelli Ward et al.—and asserts that DAGA and its affiliate, the States United Democracy Center (SUDC), exercised influence over Arizona’s case against the 2020 Republican slate of Alternate Electors, who submitted a second set of electoral college votes during the contested Presidential Election. Bobb claims Arizona Attorney General Kris Mayes (D) accepted $200,000 in payments through DAGA after taking office, contending the transfers constituted “organized bribery” connected to prosecutorial decisions.

According to the memorandum, the Arizona Attorney General’s Office inadvertently disclosed internal documents showing that States United provided legal guidance and work product in the case, including a May 15, 2023, engagement letter signed by Mayes’ Chief of Staff, Daniel Barr, and a July 25, 2023, “prosecution blueprint” memo outlining potential charges.
Bobb argues that SUDC’s involvement created conflicts of interest, as the organization is “an initiative of the Progressive State Leadership Committee (PSLC),” which shares leadership and address with DAGA.
The filing from Bobb alleges that DAGA made two payments—$50,000 on September 5, 2023, and $150,000 on July 3, 2024—to a “Mayes legal fund” after the AG’s office began coordinating with SUDC. She contends that the first payment coincided with the opening of the grand jury investigation, and the second followed the April 2024 indictment.

Publicly available campaign-finance and IRS records do not corroborate those payments, and no independent documentation has surfaced confirming the alleged transfers. The whistleblower memo references “Exhibit P – DAGA Tax Form Expenditures to Mayes,” but that supporting material is not contained in the PDF filed with Judicial Watch.

Bobb’s filing outlines alleged interconnections between DAGA, the Progressive State Leadership Committee, and the States United Democracy Center, describing them as “the same people, sitting in the same building in Washington D.C., getting paid from the same bank account.” The memo cites IRS Form 990s to argue that DAGA funds PSLC’s staff salaries.
While nonprofit and political filings confirm overlapping leadership and shared address between DAGA and PSLC, the claim that DAGA directly pays PSLC employees has not been independently verified.
Founded in early 2021 by former Obama ethics official Norm Eisen and former Massachusetts Deputy AG Joanna Lydgate, States United was established to “defend democracy and the rule of law after the 2020 election.” It has since partnered with several Democratic-led states, including Arizona, Michigan, and Wisconsin.
Bobb also cites “Operation Arctic Frost” as evidence that the electors issue originated at the federal level, alleging that the Biden administration coordinated with Democratic attorneys general to pursue state charges after the DOJ declined to prosecute. As of this report, no public documentation or testimony confirms Bobb’s claim; however, the allegations are drawing significant media scrutiny.

Speaking with Eric Bolling on Real America’s Voice, Wednesday, Bobb told the host, “So I filed this motion in my criminal case, which is still pending, basically saying that the Democratic Attorney General’s Association paid Kris Mayes $200,000, while she was in the midst of opening the Grand Jury and doing the investigation into us… The motion that I filed said, This looks improper; she needs to be disqualified. And the court has not ruled on it yet.” Bobb added that she has also reached out to the Department of Justice, telling them, “you might want to look into this.”
