Section 68 requires the director to have prepared, and continuously maintained, a comprehensive plan for the development and operation of a statewide system of recreational boating trails. The plan is the boating trails element of the California Recreational Trails System Plan as required pursuant to the California Recreational Trails Act.

Section 68.2 provides legislative findings and declarations that there is a statewide and continuing interest in the public’s use of the state’s inland waterways for recreational purposes, and that there exists a need to provide for recreational resource planning of the waterways in a manner that provides access and utilization for recreational purposes, consistent with the provisions of the California Recreational Trails Act.

  1. Touching on my pet peeve.
State regulation enforcement of vessels powered by electric motors to travel ~10 mph and electric powered bicycles traveling ~20 – 30 mph on city pathways.
Discriminatory, arbitrary and poorly thought out.
