Richard Pan vs Rep. Kevin Kiley: Tyranny vs Liberty

Pan is always on the wrong side of freedom and liberty

By Katy Grimes, October 16, 2025 3:30 am

Former Senator Richard Pan (D-Sacramento) announced this week he will be running against current Congressman Kevin Kiley (R-CA-3).

These are some of the headlines celebrating this news:

Kevin Kiley’s newest challenger is a Sacramento doctor

At least one news outlet came much closer to the truth:

Sacramento pro-vaccine Democrat enters race to replace Rep. Kevin Kiley

Former Senator Richard Pan is “The chief proponent of Newsom’s COVID insanity,” says Rep. Kevin Kiley.

Richard Pan is the author of Assembly Bill 2109  (2011) ordered that California school-aged children will not be allowed to attend public school without proof that parents have been counseled, and children vaccinated, in accordance with the vaccination schedule of the federal Center for Disease Control.

The only exception to the law was a personal belief or religious exemption – the only way Pan could get the bill passed. It sounded rather innocuous, but was a wolf in sheep’s clothing. Inviting lawyers into the medical examination room between parents and doctors forced many doctors to refuse to sign off on the parent’s opt-out option, for fear of legal retribution.

Then Pan authored Senate Bill 277 to remove even the personal belief/religious exemption, betraying parents. Sen. Pan came back again in 2019 with SB 276  to do away with the medical exemptions parents were receiving from family physicians, by requiring a request form be approved or denied only by the State Public Health Officer.

In 2022, right in the middle of the Covid flu outbreak, then-Senator Richard Pan introduced Senate Bill 871 to mandate that all public and private school students, as well as children in childcare centers, day nurseries, nursery schools, family day care homes, and development centers, take the COVID-19 vaccination. That’s pretty much every kid in California.

Richard Pan even wrote into his bill that personal belief exemptions would not be included.

Also in 2022, Sen. Dr. Richard Pan introduced the “Keep Schools Open and Safe Act, to close the personal belief exemption loophole for school-based vaccination requirements for COVID-19,” Sen. Pan’s website says. “My legislation will give parents great certainty that their child is unlikely to get seriously sick and their school will stay open during COVID.”

“Governor Gavin Newsom has announced a statewide school vaccination mandate, but under state law, only the Legislature may remove the personal belief exemption” Sen. Pan’s website said… Regardless of parents’ personal or religious beliefs, or other children in a family who have been vaccine injured.

This goes hand-in-hand with Senate Bill 866, authored by Senator Scott Wiener (D-San Francisco), to allow children 12 years and older to vaccinate without receiving consent from their parents, introduced in the Senate – a bill equally unpopular with parents who are concerned that children under 18 are still not legally adults and may not fully understand what a vaccination entails for them.

In October 2022, California Gov. Gavin Newsom announced a new mandate to require school children to get the COVID-19 vaccine in order to be allowed to attend school.

Putting this mandate into perspective, then-Assemblyman Kevin Kiley replied, “Gavin Newsom just announced a vaccine mandate for K-12 students, days after opposing one for prison guards. California kids made the mistake of not giving millions to his campaigns.”

And there you have the stark distinction between Democrat Richard Pan and Republican Kevin Kiley.

As for who was contributing to Gov. Newsom at the time, Assemblyman Kevin Kiley (R-Granite Bay) unloaded: “Newsom said at a news conference that teachers unions won’t let him end the mask mandate. At least he no longer tries to hide who’s really in charge,” Assemblyman Kiley tweeted.

Senator Pan has also demonstrated that he also was no fan of free speech. In 2018 he authored SB 1424 “to rein in the spread of false information through social media,” putting the government in the position of determining what is or is not “false information.”

In my article, Dem Sen. Richard Pan New Bill to Force News Sites to Use “Fact-Checkers,” I explained: “Sen. Richard Pan (D-Sacramento) is the author of the ‘Online False Information Act,’ a new bill that would require anyone who posts any news on the Internet to verify all information through ‘fact-checkers.’ Sen. Pan does not name who these ‘fact checkers’ are, but I’m sure the State of California will create a new unelected body of elite state employees to oversee this.”

This bill was vetoed by then-Gov. Jerry Brown. But that Richard Pan actually wrote the bill and stood by it throughout the committee hearing process is telling.

Only authoritarian regimes try to control the truth.

And truth is something Richard Pan has a loose relationship with. In 2022, Sen. Richard Pan, the pediatrician and state lawmaker, wrote an article on his Senate website “regarding the death of more than 1,000 children from COVID-19.”

The Senator/Pediatrician claimed 1,000 children had died from COVID-19. Even in 2022, we knew children weren’t dying from Covid, nor were they vectors of the Covid flu. Doctors reported that children are not COVID-19 super spreaders, according to study after study.

We also knew at the time that many children were reacting poorly to the Covid vaccines, and how health officials downplayed and hid myocarditis and other adverse events associated with the mandated COVID-19 vaccines.

Dr. Peter McCullough testified before Congress recently that before the Covid pandemic and vaccine, he’d only seen two cases of myocarditis “ever,” and now it is a massive problem worldwide.

In May this year, Dr. McCullough testified, “We’ve had 216 vaccine deaths this year alone. If the vaccine campaign continues, we have to ask: what are we getting out of it now, and how many more people will die?”

During the Covid pandemic, then-Assemblyman Kevin Kiley sued in California Superior Court to end Gov. Gavin Newsom’s abusive and authoritarian executive orders.

The Globe reported in November 2020:

California Assemblymen Kevin Kiley and James Gallagher sued to stop California Governor Gavin Newsom’s “one man rule,” as California Globe has reported over several months. They were in Sutter County Superior Court October 21st, arguing that Gov. Gavin Newsom has exceeded his emergency powers in issuing Executive Orders having nothing to do with the coronavirus pandemic crisis.

State Superior Court Judge Sarah Heckman tentatively ruled in favor of Gallagher (R-Yuba City) and Kiley (R-Rocklin) in their abuse of power lawsuit against Governor Newsom.

Kiley reported: “This marks an end to Gavin Newsom’s one-man rule. It makes clear that the laws of the State of California do not countenance an autocracy under any circumstances – not for a single day, and certainly not for eight months with no end in sight.”

Who do you want to represent you? The authoritarian pediatrician or the statesman?

  1. Vote No on 50, or Richard Pan will be a shoo-in! if we are successful in defeating Prop 50, we all need to help Kevin Kiley win his race. He is a great rep for all of California Republicans who have been suffering in Dem districts. sign the petition for VoterID. it will discourage the Dems from registering illegals in Kevin’s district and require proof of citizenship Prior to adding to voter rolls in future elections

  2. Dr. Richard Pan is guilty of executing poisonous and lethal public health mandate over and over again. His crime? Censorship of free speech between doctor and patient in the name of informed medical consent! Informed consent has 3 components, namely why the treatment is recommended, what the risk is to the patient, and what the alternatives to the proposed treatment are. He faces a new electorate who will now DEMAND that he explain himself. By the way, Kiley is my representative in congress.

  3. Katy Grimes: “Who do you want to represent you? The authoritarian pediatrician or the statesman?”
We’re lucky (in an admittedly dark time) that the contrast between the tyrannical monster Richard Pan and the levelheaded Kevin Kiley is so stark and clear.
As others have repeatedly said, the key to preventing this disaster is to VOTE NO on PROP 50. It is vitally important that we participate and turn out BIG TIME for this one, whether we mail our ballots in or vote early in person or on November 4. Just make it happen and VOTE NO on PROP 50.

  4. Dr. Richard Pan who mandated experimental mRNA “vaccine” shots for innocent healthy children that have been proven to be ineffective, toxic and in many cases lethal is comparable to Dr. Josef Mengele the Nazi who also conducted inhumane and often lethal medical experiments on children. Dr. Richard Pan is an evil and dangerous Democrat menace who needs to be hauled before a court and be held accountable for the deadly carnage that he created.

    1. Follow the money…Dr. Richard Pan’s main political donors besides public sector unions have been pharmaceutical companies and their trade groups along with drug retailers like CVS, Walgreens, etc. No wonder he’s been pushing toxic vaccines on innocent healthy children? Like all members of the criminal Democrat thug mafia, Pan is corrupt to the core?

  5. Former State Senator “Dr” Richard Pan has been a leader in the State Senate.
He led in raking in money for pharmaceutical companies

  6. Pan’s rampage is solely predicated on the eradication of choice, total control of the populace the mandate. Dr Patrick Wagner peripherally articulates this very effectively via his essay directed toward MD independence.

Unfortunately Pan and his maniacal associates are committed to an alternate agenda.

Driving California’s masses to total government control is readily facilitated by the general despair invoked by the dabilitating poverty rate California shares with Louisiana;  both topping the list. The needy compounded by those feeding at the public trough who all support progressive agendas assures capitulation with ease.

As absolutely nothing Newsom and the California operatives have done has been brought before the Supreme Court, it appears we’re fodder for Pan’s and his likes agenda.

Somehow someway the diabolical agenda and momentum created and now being nurtured within California must be halted now, however the point of no return may have already been crossed.

  7. NO ON 50
    NO ON PAN
    NO NEWSOM FOR PRESIDENT
    NO ON KATIE PORKER
NO ON SCOTT WEINER / NO ON PEDOPHILIA
    NO ON BUFFY WICKS
    NO ON NANCY (E.T.) SKINNER
NO ON RICARDO LARA OR ANY OTHER DEMOCRAT INSURANCE COMMISSIONER
NO ON JAVIER BOCKHORRHEA FOR ANYTHING
NO ON ANTONIO VILLARAIGOSA FOR ANYTHJNG, EVER AGAIN
    NO ON BARACK OBAMA
    NO ON CALIFORNIA DEMOCRATS, PERIOD!!!

YES FOR VOTER ID AND VOTE IN PERSON ON VOTING DAY (OR WEEKEND, MAX)
    YES FOR KEVIN KILEY
YES FOR A REPUBLICAN GOVERNOR IN CALIFORNIA

    1. Absolutely what he said. And get your friends and family to vote NO on 50. NO on PAN. (he tried to give enforcement power to the leader of a CA dept of public health, a position he openly courted as he was termed out)

    2. Vote in person is good , but only theoretically good. I and my husband couldn’t have voted NO on 50, if I had to vote in person as we’re out of town on Nov 5.

  8. I am behind Kevin Kiley 100 per cent. He has worked very hard to get the truth out. I completely disagree with Dr Richard Pan and all his totalitarian policies!!! All mandates for all vaccines should be lifted. As they are all full of toxic substances and have side affects. They have never been properly safety tested. Way too many are given all at once when babies are too young. No one gets all the childhood diseases all at once, measles, mumps, rubella and varicella. The hep B shot at birth is really dangerous and for no good reason. The religious and personal belief exemptions should also be brought back and SB144 sneaked through on another bill reversed. People and Doctors need educated about what is really in vaccines. In California with 72 shots and counting mandated for our children many with aluminum a known brain and liver toxin plus alot of other poisons, its no wonder perfectly healthy kids get injured and we have a rising rate of Autism. HHS Secretary RFKjr and his coworkers at FDA, CDC, NIH and ACIP are on the right track but get alot of criticism from the ignorant and nrrow minded instead of the support they deserve. The covid shot especially for children and pregnant has been dropped from most of the world as it was very toxic and didn’t stop the spread not even necessary for healthy children except California and its Western health Alliance and the ACP wan to keep injecting it into people. Why??? I think not for health but for profit. ACP are making some very bad proclamations detremental to everyone’s health. If people think vaccines really work let them have a choice to take them if they want them. In my experience one of my grand kids got the whooping cough vaccine and the entire family got whooping cough??? Another relative got the shingles shot and came down with shingles??? For some reason vaccines often cause what they are trying to prevent and cure??? Kevin you have got to win this election and Prop 50 has to be killed!!! The truth about vaccines must become mainstream for the the health, well being and freedom of humanity is at stake.
