
Gavin Newsom Gaslighting California Again with Homeless Encampment Plan
Gavin Newsom’s record on homelessness in California is dismal

California Governor Gavin Newsom is gaslighting Californians again, as he issued another ordinance on homeless encampments on Monday, requiring cities to remove homeless encampments in a “humane” way.
As I noted on X, “This is rich coming from @GavinNewsom who spent $24+ billion growing California’s homeless population, along with unaccountable & inexplicable new non-profits catering to… the homeless.”
Gavin Newsom announced during his Covid lockdowns that he would release 76,000 prison inmates, spent $37 billion to subsidize homelessness, and effectively legalized meth & fentanyl but insists local governments caused the 24% increase in homelessness and the rise in violent crime to 31% above the national average, Michael Shellenberger posted on X.
Shellenberger added, “Local governments, not Gov. Gavin Newsom, increased homelessness in California to its all-time high, he says. Nonsense. As SF mayor, he enabled addiction, crime & homelessness. As governor, he spent $37B to increase it by 24%, and raise violent crime to 31% over national average.”
The bottom line is that Gavin Newsom’s record on homelessness in California is dismal.
This latest “ordinance” by the Governor is deja vu all over again. In June 2024 the Globe reported on the U.S. Supreme Court ruling that local government ordinances with civil and criminal penalties for camping on public land does not violate the eighth amendment protections from cruel and unusual punishments, clearing the way for cities to more easily ban homeless encampments and more easily introduce punishments against those in encampments.
“While Newsom didn’t make many moves on encampment teardowns early on, he softened this attitude in recent years, especially since the Grants Pass ruling in the Supreme Court last year,” the Globe reported Monday. “This included allowing encampment removals from state lands, as well as essentially giving the green light for city-wide encampment ordinances to go fully into effect.”
Gov. Newsom recently attacked Turlock Mayor Amy Bublak very publicly, the Globe reported:
Governor Tone Deaf claimed that “California has invested billions to combat homelessness,” as he accused the Turlock Mayor of “a ridiculous lack of local leadership — an absolute moral failure,” over the decision not to facilitate a grant to a local homeless shelter, We Care.
“We Care” is very top-heavy, spending more than half of the entire budget on salaries and administrative costs, a very high ratio of salaries to revenue for a non-profit, the Globe reported. It appears We Care relies entirely on government grants, spends more than half of that on salaries, benefits, contract work and grant writing.
Mayor Bublak told the Globe that when the Turlock City Council was recently asked to support a $267,000 grant application for We Care, they also had serious concerns about the non-profit’s budget: over 40% of We Care’s budget is spent on administrative costs – far above the national nonprofit standard of 10–15%.
In an op-ed with the Turlock Journal, Mayor Bublak went into more detail:
Additionally, by their own reports, We Care provides overnight shelter and meals up to 59 men each evening. Yet more than one-third of those they serve are not Turlock residents. Since services are only available during evening hours, homeless individuals are left without access to bathrooms or resources for most of the day. This has created legitimate concerns from local businesses and nearby residents regarding public urination, defecation, and loitering—issues that negatively affect commerce and public health.
It makes little sense to have a program in which the 59 participants can only stay at night and must move during the day. Where do they go? The local park? Hang out at a local restaurant? Where can they address their personal needs?
In response, the Council majority requested a simple, reasonable condition: that We Care expand access to bathroom facilities 24 hours a day. In exchange, the Council would provide the required $1 contribution and a support letter for the grant. Despite multiple discussions where We Care appeared amenable to this condition, they refused to make the commitment. Instead, they chose to attend two Council meetings and publicly attack the Council majority, believing public pressure and threats would override thoughtful decision-making.
For her concern, Mayor Bublak was again attacked by Gov. Newsom, this time in a letter, in which he lectured her:
“Last month, the City Council took a vote on providing $1 to support Stanislaus County’s use of state funding to operate the We Care shelter, the only low-barrier, publicly accessible emergency shelter in Turlock. The moment called for local leadership and a willingness to protect vulnerable residents. Instead, the City voted to refuse that $1 and to rebuff the County’s request for partnership. The We Care shelter is now on the brink of closure due to lack of local support.
The City cannot ignore its obligation to support its most vulnerable populations.
I write to request that the City explain whether or not it will take action to support ongoing operation of the We Care shelter, and if not, to inform the State what alternative actions it will take to address the needs of people experiencing homelessness in its community by May 30, 2025. It is imperative that the City reconsider its priorities and demonstrate the kind of collaborative, accountable, and solution-oriented leadership this crisis demands. Enough. Do your job.”
As Bublak said in her op-ed, “It is especially ironic that Governor Newsom criticized our decision, even as his administration continues to funnel billions into homeless programs with minimal oversight or measurable results. Simply throwing money at a problem—without reform, accountability, or strategic changes—does not work.”
That Governor Newsom is attacking the Turlock Mayor is a head scratcher, however, he’s gone after Mayors before… remember his beef over affordable housing with Huntington Beach and Malibu? Remember when as one of his first acts as governor, in 2019, Gov. Newsom sued the Orange County city of Huntington Beach for failing to provide enough additional “affordable housing,” while his own home county of Marin enjoyed a moratorium on affordable housing building requirements until 2028, the Globe reported.
Mayor Bublak told the Globe that during his Covid lockdown, Gov. Newsom sent busloads of prisoners sick with Covid to a Turlock hotel. Mayor Bublak also noted that Turlock was the first city during Covid to move all homeless encampments, as she said it was a health and safety issue. “There were rats everywhere,” she said.
Mayor Bublak concluded:
“Does it make sense to keep funding more money to the same leaders and institutions who have repeatedly proven to be inept at addressing the housing crisis? This is a state emergency, but one that has had the state’s attention for years. It’s time for the State powers to find real solutions, instead of pointing fingers and criticizing others for not going along with the ineffective status quo.
We thank the overwhelming majority of Turlock residents who have expressed their support for our decision. Our community deserves solutions that are effective, responsible, and focused on the long-term well-being of our city.”
