Arcadia Mayor Eileen Wang Pleads Guilty to Acting as Illegal Agent of the Chinese Communist Party

In a stunning development exposing the depth of Chinese Communist Party (CCP) influence operations right here in California, Arcadia Mayor Eileen Wang has agreed to plead guilty to federal charges of acting as an unregistered foreign agent for the People’s Republic of China (PRC).

According to the U.S. Attorney’s Office for the Central District of California, Wang appeared in federal court Monday afternoon for her arraignment on charges under 18 U.S.C. § 951. She admitted in a plea agreement to acting as a foreign agent from at least 2020 through 2022, coordinating with individuals, at the direction of the PRC government, to promote PRC interests by spreading pro-PRC propaganda in the United States.

Wang faces a statutory maximum of 10 years in federal prison. As part of the agreement, she will resign from public office.

“Individuals in our country who covertly do the bidding of foreign governments undermine our democracy,” said First Assistant United States Attorney Bill Essayli. “This plea agreement is the latest success in our determination to defend the homeland against China’s efforts to corrupt our institutions.”

The plea agreement, unsealed Monday, confirms Wang admitted to all charges. Court records detail her role in advancing Beijing’s agenda through local influence efforts, a hallmark of the CCP’s United Front Work Department strategy to co-opt diaspora communities, elected officials, and civic organizations in the U.S. without formal registration as required by law. 

This is not Wang’s first brush with CCP-linked figures. Her former fiancé and 2022 campaign treasurer, Yaoning “Mike” Sun, was sentenced earlier this year to four years in federal prison for acting as an illegal agent of the PRC. Sun’s activities overlapped with Wang’s campaign, raising questions about foreign interference in local California elections—questions the California Globe has long warned about.

California has become a prime target for CCP influence operations, from Silicon Valley tech theft to university research espionage, biolab threats, and political infiltration. The Globe has documented these threats extensively:

Wang, who switched from the Republican Party in 2022 to run as a Democrat, positioned herself as Arcadia’s first Asian American Democrat on the City Council. She received high-profile endorsements from prominent California Democrats, including U.S. Rep. Judy Chu (D-Monterey Park), L.A. County Supervisor Hilda Solis, and Chu’s husband, former state Assemblymember Michael Eng. Judy Chu later honored Wang as one of her 2024 Congressional Women of the Year.

Arcadia, a wealthy San Gabriel Valley suburb with a large Chinese-American population, has long been a focal point for such activities. Wang’s case underscores how the CCP seeks to embed agents of influence at every level of government—from city councils to statehouses.

Federal prosecutors have ramped up enforcement of § 951, which criminalizes acting as an agent of a foreign power without notifying the Attorney General. This is separate from FARA (Foreign Agents Registration Act) and carries significant penalties precisely because it targets covert political and propaganda work on behalf of adversarial regimes like the PRC.
